Sharing about teachers' salaries and status, delegate Be Trung Anh (Tra Vinh delegation) said that the fate of the nation depends oneducation , and the quality of education depends on teachers. If this is determined, then teachers should not be given preferential terms.
Every true teacher has self-respect, which does not allow them to receive any preferential treatment. They only need society to properly appreciate their special role with appropriate treatment.
"We feel that teachers in the past were more respected than they are now. At that time, they had the means and were dedicated to their job as ferrymen, without having to think about gains and losses because no one around them had a higher income. But now things have changed, many professions have surpassed them, leaving teachers still bewildered with a stable salary that is not enough to cover their expenses," delegate Trung Anh emphasized.

To teach, maintain their profession and prove their chosen path, so that their children can be equal to their peers, teachers have to do extra work such as selling online, driving motorbike taxis, and many female teachers work as land brokers. The delegates believe that if that is the case, no one will appreciate someone who is not wholeheartedly devoted to their work, especially teaching people.
According to the delegate, when the teaching salary is not enough to cover living expenses, that question lurks deep in the heart of every teacher. These are questions that need answers, not only for those working in education.
Regarding school violence, the representative of Tra Vinh delegation said that recently, a number of incidents have occurred, causing the definition of school violence to become outdated and out of date without having time to add new behaviors. Teachers are also victims of students and parents. Public opinion partly says that students are at fault, partly says that it is the family, the school, and the teachers.
Regardless of the cause, the underlying cause is that policies for teachers have not yet ensured a daily life for them to focus on their expertise, be respectful to their profession, be proud of their students, and have prestige in society.
Delegates proposed that the National Assembly not only ratify and pass this law but also make efforts to adjust it closer to reality so that teachers do not have to worry about making a living, so that they can be proud of their profession and wholeheartedly devote themselves to teaching.
Delegate Tran Thi Hoa Ry (Bac Lieu delegation) proposed to consider and supplement the regulation on teachers' right to refuse work that is not in line with their job position and signed contract with educational institutions. At the same time, consider and supplement the right of teachers to choose teaching methods, evaluate students and adjust teaching content to match reality. Limit administrative intervention, imposition, and mandatory use of specific textbooks and create a legal corridor for teachers to confidently innovate.
Delegates suggested having a clear framework with professional codes of conduct for each level of education, with more specific evaluation criteria for teachers' fields, avoiding generalities.
The female delegate of Bac Lieu province also proposed that the drafting committee research and supplement specific policies to train and recruit teachers to teach spoken and written languages to preserve and promote cultural identity in ethnic minority areas.
She hopes to have a special policy on recruiting teachers who are ethnic minorities and those with high professional qualifications to work in ethnic minority areas.
Reporting on the explanation, acceptance and revision of the Law on Teachers at the 9th Session, the Standing Committee of the National Assembly stipulates that teachers' salaries are ranked highest in the administrative career salary scale system and have additional allowances depending on the nature of the job and by region.
The bill does not stipulate an increase of one starting salary level for teachers recruited and paid for the first time. Instead, the Government will provide detailed regulations.
The bill supplements a policy to support housing rent (equal to the rent for public housing) in cases where the place where teachers work cannot arrange public housing or collective housing.
