Focus on removing bottlenecks and bottlenecks

To accelerate the disbursement of public investment capital in 2025, since the beginning of the year, the Government and the Prime Minister have issued 4 resolutions, 5 telegrams and documents. The Prime Minister has made many working trips to localities to resolve difficulties, make recommendations and inspect the actual situation in the localities, and urge the implementation of important national projects and works. At the same time, the Prime Minister has established working groups headed by Deputy Prime Ministers and members of the Government to work directly with ministries, central agencies and localities to provide specific instructions to remove difficulties, obstacles and bottlenecks in the disbursement of public investment capital.

In 2025, the total public investment capital approved by the National Assembly is VND 829,365.421 billion. As of April 30, ministries, central agencies and localities have allocated and assigned detailed capital investment plans for 2025 for the list of tasks and projects of VND 817,968.261 billion, reaching 99% of the plan assigned by the Prime Minister; estimated payment from the beginning of the year to April 30 is VND 128,500 billion, reaching 15.56% of the plan assigned by the Prime Minister. According to the assessment of the Ministry of Finance , among the reasons for the slow disbursement of public investment capital, the most common are difficulties in site clearance, lack of materials (filling soil, sand, stone, etc.); difficulties in unit prices, norms, planning, etc.

Speaking at the conference, Prime Minister Pham Minh Chinh requested to strengthen decentralization and strong delegation of power to localities, along with resource allocation and improving implementation capacity; strengthen inspection and supervision, with the spirit of "locality decides, locality acts, locality takes responsibility"; ministries, branches and central agencies focus on performing state management tasks; state-owned corporations and groups must be proactive in promoting investment...

With the determination to strive to complete the disbursement rate of public investment capital in 2025, the Ministry of Finance submitted to the Prime Minister a directive on accelerating the disbursement of public investment capital to promote growth to reach the target of 8% in 2025. In particular, regarding leadership and direction, it is necessary to thoroughly grasp the motto of 6 clear points: "Clear people, clear work, clear time, clear responsibility, clear products, clear results"; ministries, branches, central agencies, and localities must resolutely direct and organize implementation, ensuring that there are no breaks or interruptions in the implementation and disbursement of public investment capital in general, especially important national projects and expressway projects; ministries, branches, and localities focus on leading, directing, removing bottlenecks and bottlenecks and propagating and mobilizing people in compensation and site clearance work; cutting and simplifying administrative procedures...

Strive for the best results

To ensure the completion of the public investment plan in 2025, Binh Duong is focusing resources on public investment, shortening the time for appraisal and approval of procedures; promptly removing difficulties and obstacles; prioritizing the allocation of State budget resources to implement projects connecting provinces and regions; investing in regional connection projects in the province with the spirit of "locality decides, locality does, locality takes responsibility"; promoting the role of public investment leading private investment, with a roadmap to ensure the implementation and disbursement of all 36,000 billion VND assigned in 2025.

Binh Duong strives to complete a synchronous and modern strategic infrastructure system, prioritizing key transport infrastructure projects, accelerating the construction progress of key projects and infrastructure that have a spillover effect and connect regions such as Ring Road 3 and Ring Road 4 of Ho Chi Minh City passing through the province, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway; striving for the disbursement rate of public investment capital in 2025 to January 31, 2026 to reach at least 95% of the assigned plan.

In addition, the Provincial People's Committee has drafted a plan for "100 days and nights of emulation to disburse public investment capital in 2025". The purpose of the draft plan is to highly concentrate and mobilize maximum resources to implement tasks and solutions to promote disbursement of public investment capital according to the direction of the Government, the Prime Minister, and the Standing Committee of the Provincial Party Committee in the remaining time of 2025 before implementing the policy of rearranging provincial and commune-level administrative units according to the direction of the Government. Accordingly, the plan sets out 2 emulation phases: Phase 1 strives to achieve 50% of the disbursement rate of public investment plans by June 30, 2025; Phase 2 strives to achieve 70% of the disbursement rate of public investment plans by August 31, 2025.

To ensure the completion of the plan, the Provincial People's Committee assigned targets for disbursing public investment capital to each agency and unit; thoroughly resolved difficulties and obstacles in disbursing public investment capital; shortened the time for handling investment procedures for public investment projects, reducing at least 30% of the processing time compared to current regulations. Along with that, the Provincial People's Committee directed to promote administrative procedure reform, apply information technology in handling public investment procedures; arrange overtime, overtime, and organize construction reasonably to both speed up progress and still meet requirements on construction quality and labor safety; strengthen decentralization, delegation of authority, and individualization of individual responsibilities in disbursing public investment capital...
