Promulgating the Regulations on management and use of non-refundable aid not included in official development assistance from foreign agencies, organizations and individuals for Vietnam.

The Provincial People's Committee has just issued Decision No. 1281/QD-UBND promulgating the Regulation on management and use of non-refundable aid not belonging to official development assistance of foreign agencies, organizations and individuals for Vietnam in the province. The Decision takes effect from May 12, 2025.

Accordingly, regulations on the management and use of non-refundable aid not belonging to official development assistance of foreign agencies, organizations and individuals for agencies and organizations legally established in Vietnam for the purpose of socio -economic development, humanitarian assistance, not for profit, and commercial purposes in the province. The regulations apply to agencies, organizations and individuals participating in or related to the management and use of non-refundable aid not belonging to official development assistance (aid) in the province within the scope of regulation stated in Article 1 of this Decision.

Principles in aid management and use: The Provincial People's Committee unifies state management of aid in the province on the basis of publicity, transparency, ensuring close coordination and promoting the initiative of departments, branches, sectors and localities. Aid when being built and implemented must comply with the provisions of Vietnamese law and commitments with aid providers approved by competent authorities. Do not accept aid that affects security, national defense, politics and social order and safety, infringes on the interests of the State, the rights and legitimate interests of organizations and individuals.

The aid account holder and the aid recipient are responsible for implementing the aid approved by the competent authority and are fully responsible to the Provincial People's Committee and relevant inspection and examination agencies in managing, receiving and effectively using the aid. Other principles are prescribed in Article 4 of Decree No. 80/2020/ND-CP.

Prohibited acts in the use of aid are prescribed in Article 5 of Decree No. 80/2020/ND-CP.
