Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", Ca Mau province has issued documents and synchronously implemented the Project to eliminate temporary and dilapidated houses with a determined, urgent and effective spirit.
On November 12, 2024, Ca Mau province held a launching ceremony for the Program to eliminate temporary and dilapidated houses in Hamlet 10, Tri Phai commune, Thoi Binh district. On June 17, 2025, Ca Mau province happily held the inauguration ceremony and handed over the last house out of a total of 4,400 houses of the project.
After about 8 months of implementation, the whole province has completed 4,400 houses (3,463 new houses, 937 houses repaired), nearly 3 months ahead of schedule, with a total implementation cost of 235 billion 890 million VND.
Secretary of the Provincial Party Committee Nguyen Ho Hai commented that the implementation of eliminating temporary and dilapidated houses in the economic conditions of Ca Mau province still has many difficulties while implementing the apparatus arrangement and implementing a two-level government, but the Program has not been delayed or interrupted. It shows the strong and synchronous leadership and direction from all levels of government, the close coordination of departments, branches, sectors and localities; clearly assigning responsibilities to each unit and locality in performing tasks and most of all, the consensus of the people.
Provincial Party Secretary Nguyen Ho Hai spoke at the conference, acknowledging the efforts of each department, branch and locality in implementing the program.
Many good models, effective ways
Implementing the program to eliminate temporary and dilapidated houses, Ca Mau province flexibly implemented many good models and effective methods. Specifically, in addition to the support level, the province also supported an additional 5 million VND/household from social mobilization sources to build hygienic toilets.
For households without residential land, localities conduct a review, identify specific subjects, priority order, implementation roadmap, ensuring completion of the set goals. Mobilize family, relatives, and clans to lend or lend land to build houses (with a commitment of 20 years or more), lend public land funds of the commune, review and arrange in resettlement areas in the commune. Thereby, 272/272 households with difficulties in residential land and land for house construction have been resolved.
In addition, localities are proactive, mobilizing resources, and mobilizing social resources to support additional funding for house construction. Localities with better conditions support other localities, such as Ca Mau City, after completing the program, directly supported the remaining 8 districts, each district with 1 newly built house, worth 60 million VND/house, with a total support budget of 480 million VND.
Party members supported the Program to eliminate temporary and dilapidated houses with a support level equivalent to 1 day's salary, mobilizing nearly 6.5 billion VND. In addition, the province received 105 billion VND in support from the Ho Chi Minh City People's Committee and about 36 billion VND from enterprises inside and outside the province through the "Provincial Fund for the Poor"; in the districts and cities, people participated in contributing over 46 thousand working days, estimated to be converted into nearly 15.5 billion VND.
Provincial Party Secretary Nguyen Ho Hai acknowledged and commended the efforts and high sense of responsibility of Party committees at all levels, authorities, the Fatherland Front, organizations, business community and especially the consensus of the people in the past time who have joined hands to complete the program goal of eliminating temporary and dilapidated houses in Ca Mau province.
“Through that, we can see that eliminating temporary and dilapidated houses is not only a social security goal, but also a manifestation of profound humanity, of the care and concern of the Party and State for people with many difficulties and disadvantages in society,” emphasized Provincial Party Secretary Nguyen Ho Hai.
Provincial leaders expressed gratitude to organizations and individuals who provided financial resources, creating conditions for the province to complete the Program to eliminate temporary and dilapidated houses.

Launching the Livelihood Support Project
Following the success of the Program to eliminate temporary and dilapidated houses; on this occasion, Ca Mau province launched a project to support livelihoods for households with meritorious services to the revolution, poor households, near-poor households, and ethnic minority households in need of livelihood support in the province, aiming at the goal of settling down, finding a job, and sustainable development.
Provincial Party Secretary Nguyen Ho Hai emphasized: "We determined that livelihood support is not about giving fish, but about giving fishing rods, so that each person can become the subject of economic development, changing their own lives."
Provincial Party Secretary Nguyen Ho Hai requested that localities continue to review and have appropriate support policies for households in difficult circumstances who need housing support but are not eligible for support under the Project to eliminate temporary and dilapidated houses in the province.
“I call on all cadres, party members, civil servants, public employees, union members, youth and people in the province to continue to promote the spirit of solidarity, humanity, and affection, actively contribute resources according to their appropriate capacity to implement the Project and spread the noble gestures in the movement to every hamlet, residential area and household. At the same time, I hope to continue to receive the attention, companionship and resource support of philanthropists, benefactors, organizations and individuals inside and outside the province so that the locality can successfully implement this meaningful humane Project”, emphasized Provincial Party Secretary Nguyen Ho Hai.
On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 9 groups that provided funding for the province to build houses; 47 groups and 117 individuals with outstanding achievements, making practical and effective contributions to the Program to eliminate temporary and dilapidated houses in the province.
Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien and Vice Chairman of the Provincial People's Committee Nguyen Minh Luan awarded certificates of merit and souvenirs to the groups.

At the same time, Ca Mau province supported the livelihoods of 90 families of revolutionary contributors in difficult circumstances (support level of 10 million VND in cash/household; 10 households in each district and city) and awarded 180 scholarships to 180 students from poor and near-poor households with good or excellent academic performance in the 2024-2025 school year (payment level of 2 million VND in cash/scholarship; 20 students in each district and city).
