To facilitate businesses' access to capital and land

Quang Ninh always focuses on creating an open investment environment, especially in expanding access to land and capital for the private economic sector - a factor identified as the main driving force for sustainable growth.

From July 1, 2025, the administrative procedure settlement information system at the provincial and communal levels in Quang Ninh officially operates a two-level local government model. The province has standardized the 3-stage administrative procedure settlement process associated with the steps involved in the process of the Tax authority; provided complete forms, dossier components, and internal procedures for handling administrative procedures of 1,707 provincial-level administrative procedures and 317 commune-level administrative procedures; at the same time, configured electronic procedures on the administrative procedure settlement information system of 2,024 administrative procedures; built electronic eforms for 1,150 administrative procedures on the provincial administrative procedure settlement information system.

100% of administrative procedures have been fully announced and publicized by the Public Administration Service Centers of provinces, communes, wards, and special zones. There are 1,670 online public services under the authority of the provincial level, of which 1,368 are full-process online public services, 302 are partial online public services; 230 online public services at the commune level, of which 163 are full-process online public services, 67 are partial online public services.

Decree 151/2025/ND-CP dated June 12, 2025, which stipulates the division of authority between two levels of local authorities regarding land, has been implemented synchronously by the province. Thanks to this, the procedures for converting purposes, leasing, permitting land leveling or granting land use right certificates have been carried out smoothly, minimizing the situation of "going around in circles" between agencies.

Resolving compensation and site clearance issues is also a priority. The Provincial People's Committee has directed the urgent completion of 100% of the site clearance area in 4/10 industrial parks (Cai Lan, Viet Hung, Dong Mai, Texhong Hai Ha), with a total of 2,764.23 hectares of land "cleaned", ready to welcome investors. To date, 9/10 industrial parks have been allocated more than 2,237 hectares of land to investors, of which nearly 300 hectares have been decided to be allocated immediately in 2025.

Along with favorable access to land, credit sources for the private economy have also been strongly supplemented. According to data from the State Bank of Vietnam, Region 6 branch, outstanding credit in the province reached about VND 212,000 billion at the end of July 2025, an increase of 7.2% compared to the end of last year. Notably, the non-state economic sector accounted for 88.4% of total outstanding debt, with more than VND 187,500 billion; of which, outstanding loans to private enterprises reached VND 62,254 billion (accounting for 29.3%), while outstanding loans to business households and individuals were VND 124,000 billion.

Bank branches in the area aim to "simplify procedures, make processes transparent, and publicize interest rates and service fees". 100% of administrative procedures at the State Bank of Vietnam, Region 6 branch, are carried out correctly and ahead of schedule, creating trust for businesses when transacting and choosing loan packages. The solution of "connecting banks and businesses" has also been strengthened. Since the beginning of the year, the State Bank of Vietnam, Quang Ninh branch, has coordinated with credit institutions to organize 17 conferences to meet businesses to listen to their difficulties, introduce credit policies and remove obstacles. Thanks to this open dialogue mechanism, many businesses have quickly accessed preferential loan packages to invest in modern machinery, expand production, or green transformation and digitize management processes.

In addition, Quang Ninh also promotes the diversification of capital sources for the private economy through a 120 trillion VND credit program according to Resolution 33/NQ-CP dated March 11, 2023 of the Government. By the end of July 2025, outstanding short-term loans in 5 priority areas: Agriculture , small and medium enterprises, exports, and supporting industries reached 66,239 billion VND, an increase of more than 10% compared to the end of 2024.

Propaganda and mobilization work to convert business households into enterprises has also been promoted, with 192 households completing conversion procedures by the end of 2024.

The above solutions have helped businesses increasingly trust the investment and business environment in the province. In the first 6 months of 2025, Quang Ninh had 1,150 newly established enterprises, reaching more than 57% of the annual plan. Total budget revenue from this sector in the 2020-2024 period reached VND 100,903 billion, accounting for an average of 38% of the total state budget revenue. The private economic sector has contributed to creating jobs for nearly 560,000 workers, accounting for 82% of the province's workforce. The province sets a target that by 2025, the private economic sector will contribute over 35% of the province's total budget revenue.
