The program of converting tax management methods for business households has received much attention and most of the business households strictly implement the regulations of the tax industry. However, in the process of implementation, many business households are still confused and have difficulty in approaching the new method.
Business households worry about difficulty in using technology
The barrier that most worries businesses is the need to use electronic devices to manage goods, declare and pay taxes. Because according to actual records, many businesses are currently managed manually. Many small-scale households or owners are elderly, with poor technology updates...
Mr. Tran Hai Dat (business owner in Bien Hoa ward, Dong Nai province) shared: His business operates in the field of hair cutting. Therefore, for a long time, business management has mainly been self-assessment and calculation of revenue and profit from daily reality without entering books or using any electronic software. When hearing the information about conversion and tax declaration, Mr. Dat still could not imagine how his field had to inspect goods and declare and pay taxes.
Sharing the same concerns and worries as Mr. Dat's household, Ms. Tran Thi Ut (business owner in Binh Phuoc ward, Dong Nai province) confided: My grocery store has a lot of items, now having to check each item in detail will take a lot of time. Moreover, I have been selling retail goods for a long time, providing daily consumption for people, so I have never thought about having to issue invoices for each order. I usually control revenue and profit on the total revenue each day and estimate the profit. Having to use the tax declaration device that the tax authority has been training and propagating in recent days makes me worried because I have not used technology for a long time, including smartphones, so I do not know how to convert. I hope the tax authority will have more time to guide people to pay taxes in accordance with regulations.
As the base tax manages many remote, sparsely populated, and unconcentrated businesses, especially in areas near the border with Cambodia, the issue of disseminating new tax policies to businesses is a pressure on Base Tax Unit 9. Mr. Nguyen Van Luan, Head of Base Tax Unit 9, shared: Base Tax Unit 9 is in charge of tax management for over 3,900 HKD, of which the number of tax-exempt businesses is about 1,600 households.
Tax Department 9 is managing taxes in 9 communes: Loc Ninh, Hung Phuoc, Loc Thanh, Loc Hung, Loc Quang, Loc Thanh, Loc Tan, Thien Hung, Tan Tien. In recent days, Tax Department 9 has coordinated with communes to organize propaganda and training for business households in communes in the old Bu Dop district, Loc Tan commune and at the headquarters of Tax Department 9 in Loc Ninh. In the near future, Tax Department 9 will be divided into smaller points in each more specific area to ensure tax implementation to each business household with the result that 100% of business households will have access to tax management conversion in the 60-day peak campaign to convert the model from lump-sum tax to declaration for business households and individuals.
Tax base 9 has many unconcentrated business households, so the tax sector has difficulty concentrating on disseminating information to businesses in remote areas such as Hung Phuoc, Loc Thanh, Loc Hung, and Loc Quang. To overcome this difficulty, in the coming time, the tax sector will "knock on the door" of each business household to disseminate information and provide guidance as required.
The basic tax units have requested enterprises and trading households to commit to issuing electronic invoices from cash registers as soon as goods and services are sold and invoices must be issued according to regulations. For some enterprises and trading households using electronic invoices from cash registers, if they do not issue invoices each time, they will be strictly handled according to regulations.

Maximum support for businesses
Currently, the tax sector has plans and documents to notify businesses in the management area about supporting businesses to grasp new policies and regulations, promoting the policy of eliminating lump-sum tax from January 1, 2026 for businesses, and tax authorities accompany and support businesses when switching to self-declaration and self-payment methods.
Mr. Nguyen Toan Thang, Head of Dong Nai Province Tax said: The tax sector has coordinated with suppliers to provide free accounting software tools, equipment and service costs in the initial stage when businesses switch to the declaration method. Currently, Dong Nai Province Tax has introduced 5 network providers that provide the best and most reputable services, ensuring smooth operation and maximum support when problems arise.
There are currently providers such as Viettel, VNPT, Misa ... and some banks for individuals to register for bank accounts. At the basic tax units, there are hotlines to resolve difficulties and problems; at the same time, specific instructions are provided to each business household, so that businesses can easily access, convert, and declare taxes in a simple way.
According to records, at the beginning, many suppliers announced free software on smartphones. Specifically: VNPT Dong Nai has a preferential policy on electronic invoices and digital signatures without collecting money for HKDs registering for the first time with a quantity of 1,000 invoices generated from cash registers. The tax authority and VNPT Dong Nai are committed to accompanying HKDs throughout the usage process.
In addition, the tax sector also implements direct and online consulting and guidance programs for businesses to clearly understand the accounting regime, invoices and tax obligations when converting. At the same time, it provides tax officers with regular guidance and support for businesses during the conversion process to the declaration method.
Sharing about the companionship with HKD, Deputy Director of VNPT Dong Nai Nguyen Huynh An Phu said: VNPT has researched and created an app to install on HKD's phones. Accordingly, HKD can easily operate, manage goods, issue invoices, and declare taxes. With this application, HKD owners can replace manual bookkeeping and reporting. These are VNPT's efforts in accompanying HKD in the transition from lump-sum tax to declared tax.
Mr. Nguyen Huynh An Phu emphasized: VNPT Dong Nai is implementing the project throughout the province, including remote areas, all of which receive equal support. Therefore, VNPT Dong Nai is committed to accompanying business households everywhere. After successfully converting the tax management model, business households will receive a combo including: electronic invoice software, cash register and digital signature, 1,000 electronic invoices from cash register. VNPT Dong Nai will guide business households directly, trying to make things easier for business households.
