New loan proposal for customers without collateral due to storm

On September 18, according to information from the People's Committee of Quang Ninh province, Mr. Cao Tuong Huy - Chairman of the Provincial People's Committee, has just signed a document to send to the leaders of banks requesting to remove difficulties for customers in the area who are borrowing capital and are affected by storm No. 3.

Accordingly, in order to promptly support people and businesses to re-produce, do business, restore operations, stabilize their lives and have resources to repay debts to banks, Mr. Cao Tuong Huy requested the Chairman of the Board of Directors of banks and proposed the Board of Members of banks to have specific mechanisms and policies within their authority to resolve difficulties for customers.

In particular, consider debt forgiveness, reduce loan interest rates, make new loans for customers who no longer have collateral, and make new loans with appropriate interest rates.

The leaders of Quang Ninh Provincial People's Committee wish to work directly with the leaders of banks to discuss solutions to remove difficulties for customers who are borrowing capital in accordance with the direction of the Prime Minister in Resolution No. 143/NQ-CP dated September 17, 2024.

According to the report of the State Bank of Vietnam, Quang Ninh Province Branch, through statistics of credit institutions in the area, there are 9,683 customers, with a total outstanding debt loss of 10,982.4 billion VND.

Of which, at the Vietnam Bank for Agriculture and Rural Development, there are 2,583 customers with total outstanding debt of VND 2,416.5 billion. The Vietnam Bank for Industry and Trade has 735 customers with total outstanding debt of VND 3,738.8 billion. The Vietnam Bank for Investment and Development has 337 customers with total outstanding debt of VND 1,791.5 billion.

Among the borrowers, many people and businesses have lost almost all their assets and are no longer able to repay their debts. The most affected sectors are agriculture, forestry and fishery (fishery rafts drifted away, crops broken and completely collapsed) and service businesses (tourist boats, cargo ships... sunk and damaged).
