Proposal to install surveillance camera system on National Highway 5 through Hai Duong

Hai Duong is implementing solutions to build National Highway 5 through Hai Duong province as a safe traffic route.

Hai Duong Provincial People's Committee has sent a document to Hai Phong City People's Committee, Hung Yen Provincial People's Committee, Traffic Police Department, Vietnam Road Administration, Vietnam Railway Administration on coordination to build National Highway 5 as a safe traffic route.

Accordingly, the Provincial People's Committee requested the Vietnam Road Administration ( Ministry of Construction ) to direct the unit managing and operating National Highway 5 to invest in a camera surveillance system, vehicle identification and counting system, automatic vehicle speed measurement system, online information display system (VMS)...

This helps control the traffic situation on the entire route, promptly detect and handle incidents and potential safety risks on the route, especially data on traffic violations will be provided by coordinating units to the Traffic Police Department, Hai Duong Provincial Police for processing.

National Highway 5 is a vital traffic route connecting Hai Phong with Hanoi, passing through the provinces and cities of Hanoi, Hung Yen, Hai Duong and Hai Phong City. The total length of the route is 113.252 km, the section passing through Hai Duong province is 44.11 km long. The designed traffic volume is 15,000 vehicles/day and night.

Currently, the traffic volume is 6 times higher than the design, averaging more than 90,000 trips/day and night. National Highway 5 through Hai Duong has 17 overpasses, 156 connection points of national highways, provincial roads, district roads, urban roads and key routes; 8 industrial parks, industrial clusters; 7 schools adjacent to the road; 25 bus stops, fixed-route pick-up and drop-off points.

The traffic safety situation on National Highway 5 is complicated, the number of traffic accidents is higher year after year. Common mistakes that cause accidents include: not paying attention (accounting for 71.7% of all accidents); changing direction or lanes in violation of regulations (accounting for 12.4%); not following the traffic signs (accounting for 8.8%); stopping and parking in violation of regulations (accounting for 8%)...

Previously, on February 24, the People's Committee of Hai Duong province issued a plan "Building National Highway 5 through Hai Duong province as a safe traffic route" proposing 5 solutions to build National Highway 5 through the province as a safe traffic route. Thereby, contributing to preventing and sustainably reducing traffic accidents on National Highway 5.
