After piloting the speed increase to 90 km/h on 4 expressways, the Department of Roads continues to propose that the Ministry of Transport expand the project to other projects.

The Department of Roads has just proposed that the Ministry of Transport issue a document directing investors and agencies managing expressways to design four lanes for motor vehicles, with a hard median separating the two directions of traffic, and to increase the maximum speed from 80 km/h to 90 km/h.

Commenting on this issue, the Department of Construction Investment Management (Ministry of Transport) recently issued a document stating: The expressway routes with a scale of four lanes must meet the criteria of being double-track, one-way roads with two or more lanes and have a fence system on both sides, ensuring the criteria of being outside densely populated areas.

“To improve the efficiency of operating limited four-lane divergent expressways, raising the maximum permitted speed to 90 km/h is appropriate,” the Department of Construction Investment Management stated.

However, the Department of Construction Investment Management believes that first of all, it is necessary to apply a speed of 90km/h for cars, passenger cars with up to 30 seats (except buses); trucks with a load capacity of 3.5 tons or less, the remaining vehicles should maintain the maximum allowed speed of 80km/h.

“The application of a maximum speed of 90 km/h for all remaining vehicles will be considered and applied when there is a summary assessment from practical management, operation and traffic safety on the route...”, the Department of Construction Investment Management commented.

According to the Department of Roads, the country currently has 1,892 km of expressways in operation. Among them, there are some limited 4-lane expressways that the Ministry of Transport has directed project management boards to install signs with a maximum speed of 90 km/h, such as: Tuyen Quang - Phu Tho, Trung Luong - My Thuan, My Thuan - Can Tho ...

Mr. Nguyen Manh Thang, Deputy Director of the Department of Roads, said that based on the direction of the Ministry of Transport, the Department of Roads has recently coordinated with relevant units to review highways to increase vehicle speed.

"According to reports from Project Management Boards and Departments of Transport, increasing the operating speed of the expressway to 90 km/h has initially stabilized traffic...", said the leader of the Department of Roads.

Based on the units' proposals, there are 9 limited 4-lane expressway sections that can operate at a maximum speed of 90 km/h instead of 80 km/h as at present for cars, passenger vans with up to 30 seats, and trucks up to 3.5 tons, including:

Lao Cai - Kim Thanh expressway section (end of Noi Bai - Lao Cai expressway), Cao Bo - Mai Son expressway, Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet, My Thuan - Can Tho.

Of which, the Cao Bo - Mai Son expressway was proposed by Road Management Area I to increase the speed, but the Ninh Binh Provincial Department of Transport (investor) proposed to keep the current speed at 80 km/h.
