On the morning of May 29, National Assembly deputies made proposals at the discussion session on the mobilization, management and use of resources for Covid-19 prevention and control; the implementation of policies and laws on grassroots healthcare and preventive medicine.
Delegate Nguyen Anh Tri (Hanoi) emphasized that Vietnam is one of the countries that has most successfully controlled the Covid-19 pandemic. In particular, the vaccine diplomacy strategy is very good, very fast and very successful, with enough, timely and immediate vaccines to vaccinate the people.
Mr. Tri cited the assessment of the monitoring delegation, saying: “ The National Assembly appreciates the joint efforts and consensus of the people and individuals and groups that have contributed to the fight against Covid. This is a great and meaningful message about the spirit of great national unity, love and compassion.”
Understanding this, he suggested that the authorities clear and settle the epidemic prevention and control budget for forces, localities, and units and do a better job of praising and rewarding units and individuals participating in epidemic prevention.
“Please do not forget their contributions, the recent pandemic was as fierce as a war,” Mr. Tri expressed.
However, there have been serious violations in the prevention and control of the Covid-19 epidemic, even violations occurring in areas with very few violations such as scientific research, acceptance, and technology transfer. Mr. Tri cited "spectacular, sharp-as-a-knife scams by Viet A Company in organizing the production of test kits. How painful!".
He agreed with the view that "embezzlement and corruption in epidemic prevention and control must be dealt with severely, but it must also be considered reasonably, emotionally, and fairly with those who do not do it for personal gain but to promptly fight the epidemic for the benefit of the community". He suggested that "this should be stopped soon so that society can be stable and officials can confidently carry out new public duties".
National Assembly Deputy Nguyen Anh Tri hopes that the Ministry of Health will pay attention to the production of test kits and vaccines, because they are very necessary for diagnosing and preventing many other diseases, especially emerging diseases. However, he suggested stopping research and production of Covid-19 vaccines in Vietnam because it is too late now, instead, it is necessary to find a good vaccine at a reasonable price and enough to vaccinate the people.
Need a separate mechanism for purchasing services for epidemic prevention and control
National Assembly Deputy Nguyen Huu Thong (Binh Thuan) shared that the country has gone through an unprecedented, difficult and loss-making period of fighting the pandemic, through which we have seen the spirit of solidarity of the Vietnamese people in sharing the good and the bad. However, the Covid-19 pandemic has also shown the greed of some people, including those in positions of power, who have taken advantage of the loss and pain to collude to violate regulations and illegally enrich themselves.
Mr. Thong shared: “During the process of preventing and fighting the epidemic, the medical team tried their best to encourage each other, doing everything possible to have medicine, oxygen, and biological products to save patients, because human life is the most precious. At that time, society considered them heroes in white coats.
However, when the pandemic ended, through the Viet A case and related cases, the heroes in white shirts were no longer there. And the task that took up a lot of time and mind of doctors, nurses, and managers was to prepare the content of the explanation for the authorities.
Regarding primary health care and preventive medicine, Mr. Thong said that, besides the positive aspects, this field has not been invested adequately, not commensurate with the viewpoint that "preventive medicine is the key, primary health care is the foundation", the financial mechanism is slow to innovate, the conditions of medicine and equipment are not guaranteed to perform assigned tasks, and budget resources are still limited.
Mr. Thong recommended that the Government should continue to improve institutions, legal policies to mobilize, allocate, and manage the use of resources for epidemic prevention and control. There should be a separate mechanism to implement procurement for epidemic prevention and control when an epidemic occurs, to avoid being passive, surprised, and confused.
In addition, there should be instructions for relevant agencies and units to resolve and pay for the purchase and borrowing of medical supplies to serve the fight against the epidemic. In addition, it is necessary to increase the number of staff and increase investment in equipment at the grassroots level to improve the effectiveness of medical examination and treatment at health stations.
