The global economic landscape in 2025 is still fraught with geopolitical instability, supply chain disruptions and growing protectionist tendencies. The US-China-EU trade tensions force Vietnam to maintain a more flexible and stable position in the global value chain.

At the 13th Party Central Committee Conference, the GDP growth target for 2025 was raised to 8% or more - an ambitious figure accompanied by expectations of innovative thinking and approaches in economic development policies.

Opportunities from technology and high-quality capital flows

One of the major drivers of the economy in 2025 is the high-tech trend, especially the application of artificial intelligence (AI), robotics and biotechnology. A report by PricewaterhouseCoopers shows that high AI penetration can help increase labor productivity by up to 4.8 times. This is an opportunity for Vietnam to rise up in the knowledge economy game.

According to economist Nguyen Xuan Thanh (Fulbright University), Vietnam needs to build high-tech industrial parks with a transparent investment environment, modern infrastructure and good professional human resources.

“Only when we attract quality FDI capital flows and promote real technology transfer can we make a difference,” Mr. Thanh commented.

In fact, according to Bain & Company’s forecast, FDI inflows into Vietnam could increase by up to 83% in the 2025-2030 period, especially in the manufacturing, high-quality services and information technology sectors. These are important resources for Vietnam to promote sustainable growth.

Institutions continue to be a bottleneck that needs to be resolved if Vietnam wants to become a regional manufacturing and technology hub. The government has been promoting administrative reform, streamlining the apparatus, digitizing procedures, and creating favorable conditions for businesses.

Dr. Nguyen Anh Duong, Head of the CIEM General Research Department, said: “The spirit of innovation in institutional reform needs to be closely linked to market realities. Decentralization and deeper decentralization to localities, increasing autonomy for enterprises are inevitable steps to create a healthy competitive environment and promote innovation.”

In addition, improving the quality of civil servants also plays a core role. Modern management training programs, using information technology in public management, will help the State operate more effectively in the digital economy.

In the context of global economic fluctuations, Vietnam needs to maintain macroeconomic stability and control inflation appropriately. Flexible exchange rate management, closely following fluctuations of the USD, EUR and Japanese Yen will help increase the competitiveness of export goods.

In particular, commercial banks need to be encouraged to reduce lending interest rates and expand access to capital for small and medium-sized enterprises. Simplifying credit procedures and promoting digitalization in banking are inevitable trends to support businesses in restoring production and expanding markets.

Economist Le Xuan Nghia emphasized: “The biggest driving force in current monetary policy is trust. If the operator can stabilize market sentiment and control inflation risks, businesses and consumers will be confident in spending and investing.”

High quality human resources are the lever for the new era

2025 is the “golden” time for Vietnam to promote digital transformation, develop a green economy, and promote high-tech manufacturing and processing. In agriculture, switching to an organic, circular agricultural model and incorporating AI technology into production will help increase productivity, added value, and resilience to climate change.

In industry, electronics manufacturing, information technology, renewable energy and smart cars are expected to become pillars of the economy. In particular, requirements from FTAs ​​such as EVFTA or CPTPP on carbon emissions and environmental standards will force Vietnamese enterprises to upgrade technology, moving towards green and circular production.

In addition, developing transport infrastructure - with projects such as the North-South Expressway and international seaports - will play a strategic role, helping to reduce logistics costs, increase regional connectivity and create new momentum for trade and services.

Vietnam is facing a major challenge in human resource quality, while the Fourth Industrial Revolution requires high levels of digital skills, creative thinking and adaptability. Education reform, encouraging dual training models, enhancing vocational training and international cooperation are key solutions.

According to the Ministry of Education and Training, linking with advanced educational systems such as Germany, Japan, and Singapore not only helps access modern training standards but also opens up opportunities to attract foreign experts. Along with that, improving remuneration and building a creative working environment are key factors to retain domestic talent.

Vietnam is facing a turning point in its development process. Growth drivers from technology, FDI, institutional reform and human resources, if coordinated synchronously, will bring the economy into an era of strong growth. The expectation of 8% growth in 2025 is not just a number but a declaration of a nation that is asserting a new role on the world economic map.
