Major General Nguyen Thi Xuan said that granting identity cards to stateless Vietnamese people living in the country helps ensure their basic rights to health care,education , and employment.
The draft Law on Citizen Identification (amended) proposes that people of Vietnamese origin and without citizenship living in the country be granted identification numbers and identity certificates. Speaking at the meeting to receive and revise the draft Law on the morning of August 10, Major General Nguyen Thi Xuan, Standing Member of the National Defense and Security Committee, agreed with the drafting agency.
According to her, the stateless population group was formed due to history, war, and migration, and there is no document that fundamentally and completely resolves this issue. Neither they nor the local authorities have a database to prove their identity and background, so state agencies have not been able to determine their nationality. Therefore, they are not eligible to be naturalized as Vietnamese citizens or to be granted permanent or temporary residence cards.
"They are a significant, inseparable part of our nation and need to be recognized by the State and society. They have the right to participate in administrative and civil transactions in society," General Xuan stated.

According to Ms. Xuan, this practice causes many difficulties in management, ensuring security and order, and is also a barrier for them in exercising basic human rights such as medical examination and treatment, finding jobs, studying, receiving subsidies and social assistance.
Major General Vu Xuan Hung, Standing Member of the National Defense and Security Committee, said that through a survey in five western provinces, there are about 25,000 people in this category whose background has not been determined and who do not have identification papers.
"The survey team went to their place of residence and realized that their lives were nothing. They had no house, no land, no papers, no jobs and could not participate in the most minimal benefits of society," he said.
People in this category mainly live scattered along rivers and lakes, making a living by fishing, building temporary tents, or living on boats. Others do all kinds of jobs such as collecting scrap metal, selling lottery tickets, or working as construction workers. Because they do not have papers, they cannot drive motorbikes or get jobs in any agencies or organizations. "Issuing ID cards to people of Vietnamese origin is completely legitimate to ensure the minimum rights and benefits for the people," said Mr. Hung.
However, he noted that these people are all in key areas such as the border, the Central Highlands, the Southwest and major cities, and that ensuring security and order must be given special attention. He also suggested that the Ministry of Public Security coordinate with the National Defense and Security Committee to establish regulations to strictly manage people of Vietnamese origin living in the country.
Meanwhile, Standing Member of the Social Affairs Committee Nguyen Thanh Cam suggested that there should be statistics, classification and assessment of the current situation of people of Vietnamese origin living in Vietnam without citizenship. "The drafting agency should assess the impact of the demand and issuance of certificates for people of Vietnamese origin, and refer to international experience in this field," the delegate suggested.
According to Article 7 of the draft, competent agencies, organizations and individuals are allowed to request people of Vietnamese origin to present their identity certificates for verification; and are allowed to use the identification number of people of Vietnamese origin on the identity certificate to verify that person's information in the national database and specialized databases according to the provisions of law.
The State guarantees the legitimate rights and interests of persons granted identity certificates in accordance with the provisions of law. The Government shall detail the issuance of identification numbers for persons of Vietnamese origin, the issuance of identity certificates, the collection, storage, exploitation and use of information on persons of Vietnamese origin in the National Population Database, the Identity Database and the management of persons of Vietnamese origin.
