Proposal to terminate the entire FAM Quang Tri High-Tech Agricultural Zone project

FAM Quang Tri project was approved for investment policy in June 2018, and investment policy adjustment decision in June 2019. The project is implemented on an area of ​​about 200 hectares in Sub-areas 764 and 765 in Cam Tuyen commune (Cam Lo district) with a total investment of 371 billion VND, within a period of 50 years.

After the investment policy was approved, the investor established a project construction plan and was approved by the Provincial People's Committee. The total compensation and support for site clearance (GPMB) was more than 14.1 billion VND/198 ha area. Of which, the investor transferred GPMB compensation in 2 installments with more than 5.2 billion VND. Cam Lo District People's Committee directed the GPMB Council to pay the affected subjects with an amount of more than 4.9 billion VND, equivalent to nearly 60 ha/198 ha of the entire project. In the second quarter of 2019, the investor organized vegetation leveling, then stopped construction until now.

Cam Lo District People's Committee has repeatedly urged and requested the investor to promptly transfer all compensation funds and support for land acquisition and clearance of the remaining area to pay the affected subjects, demarcate the boundaries and implement to avoid the situation of people encroaching on land, but it has not been resolved.

Currently, some households in Cam Tuyen commune have planted acacia trees on this land. Although the local government and organizations have repeatedly propagated, mobilized, recorded, and enforced this situation, it has not ended, causing difficulties for land management as well as security and order in the area.

In order to completely resolve the project's outstanding issues, effectively manage and use the land fund, the Department of Finance proposed that the Provincial People's Committee terminate the entire project. Assign the Cam Lo District People's Committee to manage and have a suitable and effective use plan for the compensated and site clearance area of ​​60 hectares.

Actively attract other investors to research and propose project implementation. Continue to contact FAM Quang Tri Agricultural Products Production and Import-Export Trading Company Limited to refund the undisbursed amount.
