Proposal to invest 2,900 billion VND to upgrade 60 km of Ho Chi Minh road through Quang Binh

The proposed upgrade of the Ho Chi Minh Road through Quang Binh includes the Eastern branch from Km942+300 – Km981+000 and the Western branch from Km0+00 – Km21+493 connecting Dong Hoi City with the World Natural Heritage Phong Nha – Ke Bang National Park.

The People's Committee of Quang Binh province has just sent an official dispatch to the Ministry of Construction regarding the upgrading and expansion of two sections of Ho Chi Minh road through this province.

Accordingly, the People's Committee of Quang Binh province proposed that the Ministry of Construction consider including in the list of public investment projects for the period 2026 - 2030 the project to invest in the construction and upgrading of Ho Chi Minh road, East branch, section Km942 + 300 - Km981 + 000 and West branch, section Km0 + 00 - Km21 + 493, in accordance with the scale of the Road Network Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021.

Specifically, the Ho Chi Minh road, East branch, section Km942+300 (Khe Gat) - Km981+000 (intersection with National Highway 9E) with a length of 38.70 km is proposed to be upgraded from a level IV plain road to a level III plain road with a roadbed width scale from 9 m to 22.5 m.

The Ho Chi Minh Road West branch, section Km0+00 (Khe Gat) – Km21+493 (Tra Ang) with a length of 21.493 km, is proposed to be upgraded from a grade IV mountainous road to a grade III mountainous road with a roadbed width scale from 8 m to 12 m.

The total investment for upgrading and expanding the two sections of Ho Chi Minh Road mentioned above is estimated at about 2,900 billion VND.

According to Mr. Tran Phong, Chairman of the People's Committee of Quang Binh province, the North-South Expressway Project in the East, Bung - Van Ninh and Van Ninh - Cam Lo sections, is currently under urgent construction (expected to be completed by the end of 2025).

After being put into operation together with the Ho Chi Minh road, the East branch, section Km942+300 – Km981+000 (intersecting with National Highway 9E in Dong Hoi city at Km 12+00/QL.9E) and the West branch, section Km0+00 – Km21+493 (intersecting with National Highway 9G – Road 20 Quyet Thang in Bo Trach district at Km17+150, National Highway), will form a road system connecting the center of Dong Hoi city with the World Natural Heritage Phong Nha – Ke Bang National Park to the South and North of Quang Binh province.

Because these are tourist routes to the World Natural Heritage Phong Nha - Ke Bang National Park, traffic volume is very large.

With the scale of a grade IV road in the plains and mountains, built a long time ago, during the exploitation process, it was affected by harsh weather conditions, so it has now degraded. In particular, during the construction phase of the North-South Expressway project in the East, the process of transporting materials for the projects led to some sections of the route being severely damaged.

On the other hand, on the two sections of the Ho Chi Minh Highway, the East and West branches, there are three connecting locations with the North-South Expressway Project in the East, so traffic volume will increase. With the current status of the road, it will not meet transportation needs, greatly affecting traffic safety," said the leader of the Quang Binh Provincial People's Committee.
