Construct solid 100% of schools and classrooms
On the morning of November 25, Minister of Education and Training Nguyen Kim Son presented to the National Assembly a document deciding on the investment policy for the National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026-2035 period.
According to the report, the beneficiaries of the program are public preschool, general education, vocational education and higher education institutions; children, pupils, students, learners, teachers and education managers; and relevant organizations and individuals belonging to state management agencies on education.
The implementation location is nationwide and the program implementation period is within 10 years, from 2026 to 2035, divided into 2 phases.

In the 2026-2030 period, focus on solving the limitations and challenges that have arisen in the past. In the 2031-2035 period, continue to develop and implement the tasks and goals set for 2035.
By 2030, strive to achieve 4 groups of targets. Investment resources will be focused on solidly building 100% of schools and classrooms; ensuring adequate facilities and equipment that meet standards, with special attention paid to investing in subject classrooms, practice rooms, and STEM/STEAM experiences.
Key investments in 18 vocational colleges will gradually form 6 national centers and 12 regional centers to train highly skilled human resources in technical and technological fields and fields serving national strategic and key programs and projects.
Strive to invest in modernization for about 8 key public universities to be among the top 200 universities in Asia and at least 1 public university to be among the top 100 universities in the world in a number of key fields.
By 2035, the goal is to invest in building 100% of preschool and general education facilities that meet standards in terms of facilities; 100% of preschool and general education facilities have enough teaching equipment to implement making English the second language in schools.
The 2026 - 2030 period will spend at least 174,673 billion VND
The Minister said that the total resources mobilized to implement the Program for the 2026 - 2035 period are about 580,133 billion VND and are divided into 2 phases.
Of which, the total resources mobilized to implement the program for the 2026 - 2030 period is at least 174,673 billion VND.
In the period 2031 - 2035, the total resources mobilized for implementation are expected to be about 405,460 billion VND.
The report stated that the total investment capital for the project to ensure facilities and equipment to meet the requirements for implementing the preschool and general education program for the 2026-2030 period is VND80,000 billion; for the 2031-2035 period it is VND122,000 billion.
The project to develop a team of teachers and managers has a total investment capital of 18,125 billion VND for the 2026-2030 period and 2031-2035 period: 20,675 billion VND.
In reviewing, the Committee on Culture and Society proposed to study and carefully calculate the conditions to ensure feasibility in order to consider the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education facilities implementing English as the second language in schools (including facilities and supply of teachers to teach subjects in English).
Regarding central budget capital, the appraisal agency proposed prioritizing key and focal investments; arranging capital close to the target and disbursement capacity, ensuring feasibility and efficiency.
Regarding local budgets, it is necessary to clarify the basis for determining the proportion and structure of counterpart capital from local budgets; encourage localities with high budget revenue to proactively arrange investment for education.
For component projects, the appraisal agency recommends reviewing and ensuring compliance with the principles prescribed by the Law on Public Investment: No overlap with programs and projects that have had investment policy decisions or investment decisions; no overlap with other programs and regular tasks according to assigned functions and tasks; no overlap in content between component projects under the Program.
