On July 23, Ms. Ly Kim Chi - President of the Ho Chi Minh City Food and Foodstuff Association (FFA) - said that businesses in the industry are facing difficulties with product packaging. Specifically, since July 1, the actual addresses of production facilities have changed when Ho Chi Minh City was newly established and implemented a two-tier local government.
Meanwhile, packaging for products manufactured from this date was already printed before, using the old address.
According to Ms. Chi, many businesses are in a "dilemma", on the one hand, using old packaging is wrong for the actual address, on the other hand, they want to proactively change to new packaging but cannot because their business license has not been adjusted.
"From July 2 to now, the authorities have not been able to update our business license. Using the new packaging address does not match the license, leading to incorrect certification of origin. This is a huge bottleneck," said Ms. Chi.
At the "Conference to review the first 6 months of the year and directions and tasks for the last 6 months of 2025" of the Ho Chi Minh City Business Association (HUBA) on July 23, Mr. Nguyen Ngoc Hoa - Chairman of HUBA - also raised the issue of members being confused about the issue of address and origin of products.

Based on that reality, the association recommends that the Ho Chi Minh City People's Committee consider allowing businesses to use packaging, labels, and brand designs printed at their old addresses until December 31, 2025. This proposal applies to activities such as: import and export, tax declaration, transaction records, and commercial contracts.
According to businesses, product packaging is usually printed 3 months to a year in advance. HUBA believes that using up all printed packaging helps maintain stable production and business and avoid waste during the transition period.
"This is a necessary solution to facilitate businesses to adapt to administrative changes, while ensuring continuity in production, trade and circulation of goods," the association said.
Businesses strive to ensure "pure Vietnamese" quality in products
Also at the conference to review the first 6 months of the year and the direction and tasks for the last 6 months of 2025, the chairman of HUBA made recommendations to ensure the interests of businesses in the face of problems. Accordingly, the association has coordinated with the authorities to find solutions to separate the flow and clearly identify which products are "purely Vietnamese goods".
The Association also believes that restructuring and organizing the supply chain well in key export industries such as textiles, wood, footwear, etc. can open up strategic competitive advantages for Vietnamese enterprises in the coming time.
Speaking to Tuoi Tre Online , Mr. Pham Van Viet - Vice President of the Ho Chi Minh City Textile, Embroidery and Knitting Association - said that in the first 6 months of this year, in the textile and garment industry alone, many businesses have proactively taken solutions to ensure transparency in tracing the origin of input materials.
"Some have applied electronic chips to identify the origin of input materials as well as finished products," Mr. Viet shared.
