On May 13, information from the Ministry of Agriculture and Environment said that in the draft Decree regulating decentralization and division of authority in the land sector, the ministry proposed some important contents such as not requiring land users to correct land records and documents when arranging local government organizations according to a 2-level model.
According to the proposal, information correction is only carried out simultaneously when people carry out related administrative procedures (transfer, issue certificates, separate plots... - PV) or according to specific needs of people.
This is a new point to reduce inconvenience for people in the context that many localities are implementing a two-level government model.

The Ministry of Agriculture and Environment also proposed some breakthrough contents such as: decentralizing some procedures such as allocating residential land to individuals, granting first-time land use right certificates... to the People's Committees at the commune level, and at the same time shortening the processing time from 23 working days to 20 days.
Notably, some steps such as confirming that the land is not in dispute, is in stable use, and is in accordance with planning will not be carried out as separate procedures but will be integrated into the process of granting certificates according to Articles 137, 138, and 140 of the Land Law. The draft also proposes to reduce the number of agencies participating in confirming cadastral map extracts in areas without official maps.
The Ministry also proposed to amend and supplement many regulations in Decree No. 101/2024/ND-CP to comply with the project to reorganize the local government model, ensuring that the registration and issuance of land use right certificates and ownership of assets attached to land are carried out more quickly and uniformly.
