Proposal to support cash and in-kind for families with two daughters

The Ministry of Health proposes to prioritize financial support in cash or kind for families with only one child and two daughters, and prescribe measures to reduce gender imbalance at birth appropriate to each locality and the whole country.

This was shared by Ms. Dao Hong Lan, Minister of Health , at the rally to respond to World Population Day (July 11) 2025 and announce the world population status report 2025 of the United Nations Population Fund, organized by the Ministry of Health in coordination with the United Nations Population Fund in Vietnam on the morning of July 11.

Speaking at the ceremony, Ms. Dao Hong Lan emphasized that Vietnam's total fertility rate is at a record low and continues to decline. In 2024, the fertility rate will be only 1.91 children per woman, the lowest in the country's demographic history.

Besides, although the rate of increase in sex ratio at birth has been controlled compared to the previous period, gender imbalance is still high and unstable.

In 2024, Vietnam recorded a sex ratio at birth of 111.4 boys/100 girls - much higher than the natural balance of about 105/100.

Another worrying situation is that teenage pregnancy, early marriage and consanguineous marriage in the Central Highlands, midlands and northern mountainous regions are still common, accounting for 21.9%.

Meanwhile, although the average life expectancy has increased, Vietnamese people only live an average of 65 years in good health, after which most people suffer from many diseases, showing that there are still many challenges in quality of life and health.

Faced with challenges in population structure, aging, quality of life and gender equality, the Ministry of Health is actively developing the Population Law and the target program for health care and population for the period 2026 - 2035, putting people at the center of all development policies.

"The Ministry of Health has proposed many breakthrough policies, notably cash or in-kind support for families with only one child and two daughters.

Cash or in-kind support when giving birth; support for pregnant women, women giving birth, during prenatal and newborn screening; priority access to social housing support policies and other support appropriate to the socio -economic development situation of each period.

"Regulate policies on premarital health check-ups, screening and treatment of congenital malformations. Build a system of care for the elderly, provide scholarships and exempt tuition fees for students majoring in geriatrics," Ms. Lan emphasized.

The United Nations recognizes Vietnam's efforts

Speaking at the rally, Ms. Pauline Tamesis - United Nations Resident Coordinator in Vietnam - pledged to continue accompanying Vietnam in ensuring universal access to quality reproductive health services, expanding comprehensive sex education and developing comprehensive population policies.

Mr. Matt Jackson, UNFPA representative in Vietnam - also shared through the report on the world population status in 2025, and emphasized that there can be no sustainable development without the right to reproductive self-determination.
