The Ministry of Transport has proposed a new driving license model that will be applied from January 1, 2025.

The Ministry of Transport is drafting a Circular regulating training, testing, granting and revoking driving licenses; granting and using international driving licenses; testing and granting certificates of training in road traffic law knowledge.

Proposal for new driving license form from January 1, 2025

Specifically, from January 1, 2025, the new driver's license model is expected to have 02 models and be applied at two different times as follows:

(1) Form No. 01: Form is applicable from January 1, 2025 to December 31, 2025.

+ Print each class of road motor vehicle driving license that the driver is allowed to drive (displayed in Vietnamese and English).

+ For automatic driving license class, write: Automatic B1 car class.

+ For class A1 driving license issued to disabled people driving three-wheeled motorbikes for disabled people, write: Three-wheeled motorbikes for disabled people.

+ For automatic B1 driving license issued to left-handed disabled people, write:

“Automatic passenger cars with up to 9 seats, specialized trucks with automatic transmission, with a design load of less than 3,500 kg, with headlight and turn signal control mechanisms suitable for people with left-handed disabilities, non-professional.

Restriction: Issued to left-handed disabled people.”

+ For automatic B1 driving license issued to right-handed disabled people, write:

“Automatic passenger cars with up to 9 seats, specialized trucks with automatic transmission, with a design load of less than 3,500 kg, with headlight and turn signal control mechanisms suitable for people with right-handed disabilities, non-professional.

Restriction: Issued to right-handed disabled people.”

+ For automatic B1 driving license issued to people with right leg disabilities, write:

“Automatic passenger cars with up to 9 seats, specialized trucks with automatic transmission, with a design load of less than 3500kg, with engine throttle control and foot brake suitable for people with right-foot disabilities, non-professional.

Restriction: Issued to people with right leg disability.”.

+ For automatic B1 driving license issued to people with disabilities in general (except for left hand, right hand, right leg disabilities), write:

“Automatic passenger cars with up to 9 seats, specialized trucks with automatic transmission, with a design load of less than 3,500 kg, not professional.

Restricted conditions: Granted to people with disabilities in general (except for left hand, right hand, right leg disabilities).

+ For some special cases, the restrictions are clearly stated on the back of the driver's license.

- Specifications:

+ Dimensions: 85.6 x 53.98 x 0.76 mm (according to ICAO Standard type ID-1).

+ The titles "DRIVING LICENSE", "ALL ROAD MOTOR VEHICLES DRIVEN", "Number/No." and "Date of Admission" are in red, other words are printed in black.

+ The driver's photo taken on a blue background is printed directly on the driver's license.

+ There is a security coating on both sides of the driver's license.

+ The blank is made of PET material or material with equivalent technical standards, with straw yellow pattern and security symbols.

+ Has a two-dimensional code (QR) to quickly read and decode information on the Driver's License and link to the license management information system.

In which, a driver's license is a document (printed in Vietnamese and English) that includes information such as:

+ The driving license blank is made of PET material or material with equivalent technical standards, has pink patterns and security symbols, and is 54x86mm in size.

+ On the front of the driver's license, there are the words "DRIVER'S LICENSE", "ALL ROAD MOTOR VEHICLES ALLOWED TO BE DRIVEN", the words "Number/No." and "Date of Admission" in black, bold, other words in black, lowercase.

+ The driver's photo taken on a blue background is printed directly on the driver's license.

+ There is a security coating on both sides of the driver's license.

+ Has a two-dimensional code (QR) to quickly read and decode information on the Driver's License and link to the license management information system.

+ The front of the driver's license is numbered, each number displaying the following information:

1. Driver's last name

2. Driver's name

3. Driver's date of birth and country of birth

4a. Date of issue of driving license

4b. Driving license expiration date

4c. Driver's license issuing agency

5. Driver's license number

6. Portrait (unnumbered)

7. Driver's signature

8. Driver's residential address

9. The categories of driving licenses allowed are specified in Section 1, Form No. 03, Appendix XXXVI

+ The back of the driver's license is numbered, consisting of four columns, each numbered, displaying the following information:

1. Column 9 shows the types of vehicles (classes of vehicles) allowed to be driven.

2. Column 10 shows the date of issue of the driving license

3. Column 11 shows the expiration date of the driver's license

4. Column 12 displays the driver's license code for some special cases.

5. Restrictions: Displays the restrictions of the driving license, as specified in Section 2, Form No. 03, Appendix XXXVI
