The report on the project on the organization and operation of trade unions in the Army presented by Colonel Nguyen Van De, Head of the National Defense Trade Union Committee, at the working session stated: Immediately after Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee was issued, the National Defense Trade Union Committee promptly reported and advised the head of the General Department of Politics of the Vietnam People's Army and the leaders of the Vietnam General Confederation of Labor on the plan for the organization and operation of trade unions in the Army.
Based on theoretical research, practical summary and full acceptance of comments, the Project has been completed with comprehensive, profound and consistent contents, clearly expressing the guiding viewpoint, objectively assessing the current situation and proposing a Trade Union organization model suitable to the specific activities in the Army.
Accordingly, the Project proposes to maintain the grassroots trade union organization in enterprises and financially autonomous units in the Army; to end the activities of grassroots trade union organizations in agencies and administrative units receiving 100% of their salaries from the State budget in the Army.
The project also clearly states that maintaining trade union organizations in enterprises and financially autonomous units ensures legitimacy, legality and compliance with international practices; helps trade unions operate in a focused, specialized, practical and effective manner, in line with the organizational and staffing models of enterprises in the army. In addition, trade unions are a bridge between workers and employers, contributing to internal stability, maintaining discipline, harmonizing conflicts, promoting cohesion and solidarity in enterprises as well as continuing to promote the core role in organizing emulation movements for excellent workers, creative workers, arousing dynamism, creativity and striving to master techniques of the team of soldier workers.

According to the project, 100% of union officials at enterprises are part-time, no new positions are created, no budget burden is created, but they still play a good role in representing, caring,educating and organizing movements.
After listening to the project report and additional comments clarifying the results of trade union organization and activities in the Army in recent years, speaking at the conference, Senior Lieutenant General Le Quang Minh emphasized: The General Department of Politics strictly implements Resolution No. 60-NQ/TW of the Party Central Committee. In the Army, this requirement is set for trade union organizations to ensure unity and synchronization in the entire Vietnam Trade Union system, in accordance with the organizational model and staffing of enterprises in the Army.
In the spirit of unifying the policy of the leadership of the Vietnam General Confederation of Labor according to Resolution No. 60-NQ/TW, Senior Lieutenant General Le Quang Minh stated: The General Department of Politics will report to the Central Military Commission and the Ministry of National Defense to resolve 3 contents, including: Ending the activities of trade unions in agencies and administrative units (100% receiving salaries from the State budget). Maintaining the organization and activities of trade unions in enterprises and financially autonomous units in the Army. Maintaining the border organization of the National Defense Trade Union Committee, the advisory body to the Central Military Commission and the Ministry of National Defense, directly the General Department of Politics guides and directs trade union activities in the Army.
Concluding the conference, comrade Nguyen Dinh Khang highly appreciated the activities of the National Defense Trade Union in general and the National Defense Trade Union Committee in particular in recent years under the leadership and direction of the General Department of Politics of the Vietnam People's Army, the Central Military Commission, and the Ministry of National Defense, which have achieved many remarkable achievements and results.
Basically agreeing with the contents of the Project on organization and operation of trade unions in the Army presented at the conference, comrade Nguyen Dinh Khang suggested that the General Department of Politics continue to supplement, complete and clarify some explanatory contents in the project to ensure a strict legal basis and increase persuasiveness.
The Vietnam General Confederation of Labor also agreed to maintain the staffing and organization of the National Defense Trade Union Committee to meet the requirements and tasks of the union in the new period.
Comrade Nguyen Dinh Khang also requested the General Department of Politics of the Vietnam People's Army to promptly complete the project and submit it to the Central Military Commission before June 30.
