Proposal to pilot sidewalk usage fees in Hoan Kiem district.

TPO - A drafting committee comprising 11 departments and agencies and 4 districts has submitted a proposal to the Hanoi People's Committee regarding the issuance of a plan for managing, exploiting, and using roadways and sidewalks; which includes a proposal to pilot the collection of sidewalk fees in Hoan Kiem district.

Based on the assessment of the current management situation on 123 streets and a review of existing regulations, the drafting team has identified the conditions and criteria for considering the temporary exploitation and use of road lanes for parking; and the temporary use of sidewalks for business purposes.

The drafting committee proposed nine models of sidewalks that can be exploited and used for purposes other than traffic, and outlined seven groups of management solutions for their implementation.

Rental fees are implemented according to Resolution No. 06/2020 of the City People's Council. Accordingly, the fee for temporary use of road and sidewalk space for parking cars is highest at 240,000 VND/m2/month in restricted streets in Hoan Kiem district, and lowest at 20,000 VND/m2/month in Son Tay town and other districts.

The temporary usage fee for parking motorbikes and bicycles on restricted streets in Hoan Kiem district is highest at 135,000 VND/m2/month, and lowest at 20,000 VND/m2/month in Son Tay town and other districts.

The temporary use of roadways and sidewalks for business purposes in the main streets of the four districts of Hoan Kiem, Ba Dinh, Dong Da, and Hai Ba Trung, as well as cultural and culinary streets and night markets, will be subject to a fee of 45,000 VND/m2/month. The fee for the main streets of the remaining eight districts will be 40,000 VND/m2/month; for other streets and streets in Son Tay town, it will be 25,000 VND/m2/month; and for the districts, it will be 20,000 VND/m2/month.

The drafting committee proposed a pilot implementation of the Project in Hoan Kiem District. After summarizing and evaluating the initial results, the city will continue to consider implementing the Project in urban areas of other districts and counties.

Hoan Kiem District is currently the only district in Hanoi that has been renting out sidewalks for business purposes since 2021, in accordance with the city's policy. The rented locations for product promotion and advertising (mainly coffee, beverages, fast food, etc.) are at 30, 94 Ly Thuong Kiet, 11 Le Phung Hieu, and 15 Ngo Quyen. The rental fee is 45,000 VND/m2/month, and the temporary sidewalk usage permit is granted for 6 months at a time.

At the end of 2023, Hoan Kiem district also proposed a pilot phase one for leasing business premises on 10 streets with 36 locations. 15 locations on 5 streets within the pedestrian zone include: Dinh Tien Hoang, Hang Khay, Hang Bai, Nguyen Xi, and Le Thai To.

21 locations across 5 streets outside the pedestrian zone, including Ly Thuong Kiet, Phan Chu Trinh, Ba Trieu, Le Phung Hieu, and Ngo Quyen, are available for temporary lease. The planned area for temporary use is calculated from the front of the building outwards by 2 meters, and will only be leased to the street-front property owners at these locations for the purpose of selling their current business.
