Proposing housing development locations to adjust the housing development program for the period 2021-2030

On May 7, the Department of Construction said it was reviewing and adjusting the housing development program for the 2021-2030 period, thereby calling on relevant agencies, organizations and individuals to propose additional locations and areas planned for housing development to be included in this program.

The adjustment is to meet the requirements of the Housing Law 2023 and Decree No. 95/2024/ND-CP of the Government , which adds the list of "Areas planned for housing development". This is an important legal basis for appraising investment policy documents and implementing housing projects and urban areas in the area. The City People's Committee assigned the Department of Construction to preside over and coordinate with relevant agencies to develop the adjustment content and submit it to the City People's Council in May 2025.

The subjects proposed for review and proposal include: departments, branches, sectors, district People's Committees, Investment Promotion Centers, Land Fund Development Centers. These units propose to add projects calling for investment, projects that are being resolved, projects using budget capital; at the same time, propose to remove the names of areas that are no longer suitable for planning.

City Police, City Military Command, Management Board of High-Tech Park and Industrial Zones of Da Nang, City Labor Federation: propose locations for building housing for armed forces, social housing. Organizations and individuals propose locations for developing commercial housing, social housing.

The proposed basis includes: housing development list for the 2021-2025 period; list of priority investment projects according to the City Planning for the 2021-2030 period, vision to 2050; adjustment of the Master Plan to 2030, vision to 2045; approved zoning plans and commune construction plans; planning projects suitable for the development orientation of residential areas and housing units.

The proposed content must include: name of location, location, area; expected housing type (commercial, social, resettlement, public); land information (purpose, current usage status); preliminary assessment of conformity with planning; related documents and papers. The Department of Construction requests agencies, organizations and individuals to send information to the department before May 10 for synthesis and reporting to the City People's Committee. After the above deadline, units that do not respond will be considered as having no additional proposals.
