'Quenching up chaos' in the field of labor export

(PLVN) - The Department of Overseas Labor Management (Ministry of Home Affairs) has just issued a notice stating that it has received many complaints from workers about organizations and individuals without operating licenses collecting money and promising to send them to work abroad; impersonating competent authorities or licensed enterprises to defraud and take advantage of workers.

A petition from a worker sent to the authorities to reflect on this situation, expressed: “Poor workers, with the desire to escape poverty legitimately, have accepted to leave their hometowns and families to find work opportunities. But instead of being supported, they are suffocated by brokers with excessively high fees, from 5,000 to 8,000 USD. Many brokerage companies also force workers to sign papers and record videos admitting that they have paid 2,000 to 4,000 USD to avoid the authorities and evade taxes. Workers do not dare to speak up for fear of retaliation or not being allowed to leave the country. Nearly half of the time they go to work is just to pay off brokerage fees, life is precarious and the pressure weighs heavily on the whole family back home.”

Faced with this reality, the Ministry of Public Security has recently been investigating signs of violations related to the field of laborers working abroad at a number of enterprises such as Hoang Long Construction Investment and Human Resources Supply Joint Stock Company, Construction and Installation International Cooperation Company 3, International Human Resources Supply and Trade Company (SONA)... Many other cases with signs of law violations are also being verified, such as a number of individuals in Bac Ninh who are accused of illegally collecting cash from laborers (working as welders) with the amount of 18 - 20,000 USD...

A question that has been raised by public opinion for a long time is that the above situation has been reported by the press and public opinion for a long time, but why is it still a problem? In terms of legal regulations, the legal system regulating the activities of sending Vietnamese workers to work abroad under contracts (NLĐVNĐLVONNTHĐ) is assessed to be relatively complete. The Law on NLĐVNĐLVONNTHĐ and the guiding Decrees and Circulars clearly state the rights and obligations of workers when exporting labor, and of enterprises licensed to send workers to work abroad.

The law has clearly stipulated the expenses that service enterprises are allowed to collect from workers, avoiding the situation of collecting incorrectly, creating a financial burden for workers. The list of enterprises licensed to provide services to bring Vietnamese workers to work abroad is made public on the website, to help workers access the right competent units, avoiding being exploited by unqualified organizations and individuals. However, there are still painful realities: "Nearly half of the time spent working is just to pay off brokerage fees, life is precarious and the pressure weighs heavily on the whole family at home".

The crimes of subjects in the field of labor export are unforgivable, because they have profited from the sweat and tears of workers. Many opinions say that, to completely eradicate the above-mentioned evils, it is necessary to clearly identify one of the root causes, which is the imbalance of supply and demand. Because the number of licensed enterprises operating in the field is not large, while the number of people wanting to export labor is very large, so workers have to go to "blind" enterprises, to unscrupulous "brokers", and are being cheated. And the authorities also need to verify and investigate whether there are any cases of collusion in committing crimes such as the "flight rescue scandal" in this field or not?
