On April 28, the Ministry of Industry and Trade held a conference to announce the revised National Power Development Plan for the 2021-2030 period, with a vision to 2050.
Localities need to choose investors wisely.
At the conference, Minister of Industry and Trade Nguyen Hong Dien said that the adjustment of the VIII Power Plan is of great significance in meeting the requirements of socio -economic development and ensuring national energy security... Therefore, provinces and cities must direct the review and update of power grid sources to ensure compliance with the content of the increased capacity scale in the VIII Power Plan and the adjusted VIII Power Plan.
"We have created a very dynamic and favorable legal framework for localities," he said, asking localities to promptly approve investment policies, select investors for power projects according to their authority, and arrange land funds for power projects.
According to the Minister, project progress is considered a decisive factor in national energy security. Therefore, "iron discipline" must be applied to ensure progress and investment efficiency. This requires localities to be very clear-headed in selecting investors with sufficient capacity, both technically and financially.
The Minister requested localities to strictly control the progress of projects. Once they are included in the planning for electricity supply, "no matter how difficult it is, it must be done, and if it cannot be done, it must be put aside". Because, national energy security cannot be tied to investors who do not meet the requirements.
The head of the Ministry of Industry and Trade requested localities to focus on resolving difficulties and obstacles for renewable energy projects in accordance with the spirit of Resolution 233 of the Government . In addition, strengthen inspection and supervision of investors to ensure the progress of projects in the area. At the same time, promptly remove arising obstacles and proactively propose to replace slow-progressing projects with other more feasible projects.
To implement the adjustment of the 8th Power Plan, the capital demand is about 16 - 18 billion USD per year from now until 2035, then up to 20 billion USD/year, the Ministry of Industry and Trade requires the electricity industry to change the electricity price, the first price frame proposed must reflect the market, must be attractive enough.
Minister Nguyen Hong Dien also directed relevant agencies to step up communication and widely disseminate the core content of the adjusted Power Plan VIII to create social consensus. In addition, regularly inspect and monitor the implementation of power source and grid projects. From there, promptly propose solutions to ensure progress according to the approved plan.
"The Electricity Department must divide into groups to monitor each locality to update the progress of project implementation every month and every quarter. There is absolutely no asking or giving, no sympathy... because this is an issue related to energy security," the Minister noted.
Mr. Pham Nguyen Hung, Director of the Electricity Authority, announced Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister approving the Adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Adjusted Power Plan VIII).
Accordingly, the general goal of the planning is: To firmly ensure national energy security, meet the requirements of socio-economic development and industrialization and modernization of the country. To successfully implement a fair energy transition associated with production modernization, building a smart grid, advanced power system management, in line with the world's green transition, emission reduction, and science and technology development trends. To form a comprehensive energy industry ecosystem based on renewable energy and new energy.
Regarding ensuring national energy security, the plan sets a specific goal of providing enough electricity for domestic demand, meeting socio-economic development goals with an average GDP growth rate of about 10.0%/year in the period 2026 - 2030, about 7.5%/year in the period 2031 - 2050.
Commercial electricity in 2030 will reach about 500.4 - 557.8 billion kWh; the target for 2050 is about 1,237.7 - 1,375.1 billion kWh.
Electricity production and import, in 2030, will reach about 560.4 - 624.6 billion kWh; orientation in 2050 is about 1,360.1 - 1,511.1 billion kWh.
Maximum capacity in 2030 is about 89,655 - 99,934 MW; in 2050 it will reach about 205,732 - 228,570 MW.
Ensure safe and reliable electricity supply, meeting N-1 criteria for important load areas and N-2 criteria for especially important load areas, nuclear power sources. By 2030, electricity supply reliability will be among the top 4 leading countries in ASEAN, and electricity access index will be among the top 3 leading countries in ASEAN.
By 2030, strive to have 50% of office buildings and 50% of houses using self-produced and self-consumed rooftop solar power (serving on-site consumption, not selling electricity to the national power system).
