Local authorities have full authority to decide on naming and personnel after the arrangement of communes and wards.

The rearrangement of commune-level administrative units will be carried out according to the policy of promoting decentralization and strong delegation of power, associated with enhancing the autonomy and self-responsibility of local authorities.

Localities will have full autonomy in naming and arranging personnel at commune-level administrative units according to central guidelines and regulations on positions and titles.

This information was given at a regular press conference organized by the Ministry of Home Affairs on April 28 in Hanoi .

Local authority has sole discretion in naming

Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs) said that based on the provisions of Resolution No. 76/2025/UBTVQH15, localities take the initiative in naming and renaming commune-level administrative units to suit local realities, ensuring names that are easy to read, easy to remember, concise, systematic, scientific , consistent with local historical and cultural traditions and supported by the people.

The Standing Committee of the National Assembly directs to encourage naming of commune-level administrative units according to serial numbers or according to the names of district-level administrative units (before arrangement) with serial numbers attached to facilitate digitization and updating of information data.

The name of a commune-level administrative unit must not be the same as the name of an administrative unit of the same level within the scope of a provincial-level administrative unit or within the scope of a provincial-level administrative unit expected to be formed after the arrangement.

The name of a provincial administrative unit formed after the rearrangement will be named after one of the previously rearranged administrative units in accordance with the rearrangement orientation approved by the competent authority.

Mr. Phan Trung Tuan affirmed that localities have full authority to decide on naming commune-level administrative units after the rearrangement, using the name of the old administrative unit, after a famous person or after a district-level administrative unit.

“Whether or not to use a number in the name is entirely up to the local authority to achieve efficiency in management and create consensus among the people in the process of naming new administrative units after the arrangement,” said Mr. Phan Trung Tuan.

Regarding the arrangement of personnel at the commune level, the current number of staff will be maintained for the time being. District-level civil servants will basically be transferred to the commune level.

According to Mr. Pham Trung Tuan, the personnel plan is a very important issue and is implementing the principle of "locality decides, locality acts, locality takes responsibility."

According to the representative of the Ministry of Home Affairs, the central government only guides the principles and policies, while the locality will have full authority to decide on the personnel arrangement at the commune level, which can be the arrangement of a member of the Standing Committee of the Provincial Party Committee, City Party Committee or a department leader to be the secretary of a ward or a new commune-level unit.

“All matters related to personnel arrangements, who will be the Secretary or Chairman, how the Vice Chairman will be arranged, and even how the specialized agencies at the commune level will be formed in the future, will be decided and taken responsibility by each locality,” said Mr. Pham Trung Tuan.

According to the Ministry of Home Affairs, the merger of provinces and centrally-run cities; the rearrangement and reorganization of commune-level administrative units is not only a mechanical merger of administrative boundaries but also a reorganization of development space, reorganization of the governance system, restructuring of the operating model of the political system in general and local governments at all levels in particular, in line with the policy of promoting strong decentralization and delegation of power associated with enhancing the capacity of autonomy and self-responsibility of local governments.

The goal is to reduce the number of administrative units at all levels, streamline the organizational apparatus but ensure continuity and stability with innovation and development; have a long-term vision, ensure long-term stability; promote potentials and advantages, expand development space of localities, meet the goals and requirements of the country's socio-economic development strategy in the new period.

It is expected that the Ministry of Home Affairs will submit to the Government a project to merge provincial and communal administrative units before May 10. On May 15, the Government will submit the entire project dossier to merge provincial and communal levels.
