Accelerating production and ensuring construction safety for the 500 kV Lao Cai - Vinh Yen transmission line project

There are only about 3 months left until the completion of the 500 kV Lao Cai - Vinh Yen transmission line project. Time is urgent, there is still a lot of work, but this is the rainy and flood season in the North. These factors are challenges for the project's investors and contractors, requiring great efforts from all parties.

According to the report of Power Project Management Board 1 (EVNPMB1), Vietnam Electricity Group (EVN), as of May 29, on the entire 500 kV Lao Cai - Vinh Yen line, all column foundation positions are being simultaneously constructed. Of which, 257 positions have completed pouring concrete foundations and 143 positions are under construction; 29 positions have completed column erection, 44 positions are under construction; 156 positions have completed supplying steel columns, 70 positions are being supplied.

Focus on material production, strive to exceed schedule

In 10 bidding packages of the 500 kV Lao Cai - Vinh Yen transmission line project, Power Construction and Trading Mechanical Joint Stock Company 4 won 4 bidding packages (including 3 equipment supply package on the line and 1 package to expand the 500 kV Vinh Yen Transformer Station). Mr. Vu Van Nam, Director of the Company said: with 82 steel column foundation positions and the expansion of the 500 kV Vinh Yen Transformer Station, the unit plans to supply about 8,500 tons of steel. With the urgency of the project, the unit has mobilized all staff to work in "3 shifts and 4 shifts".

In particular, the steel for pole production was proactively prepared by the unit in advance, and after winning the bid, more was imported, and at the same time, mobilized from other projects to prioritize production for the Lao Cai - Vinh Yen 500 kV transmission line project. The unit is expected to complete the delivery of steel poles on June 24, 20-25 days ahead of schedule.

At Viet Vuong Joint Stock Company, the winning bidder to supply 128 steel columns (including 52 V-shaped steel columns and 76 pipe columns) with a total volume of 14,500 tons, Nguyen Hong Thang, the company's permanent Deputy General Director and Director of the steel column manufacturing factory, said: The unit is also accelerating production in "3 shifts, 4 shifts", with an average volume of about 100 tons/day. The unit aims to complete production at the factory by June 20 to soon transport it to the construction site, avoiding the impact of storms and rain.

The initiative, adherence to progress, and even ahead of schedule of steel pole suppliers is very important. According to Director of Power Construction Company 4 (PCC4) Bui Quang Canh, the unit won package 2 1 month later than the construction packages on the entire route. Not only that, there are more than 10 locations with hard rocks; locations 83-84 are located in a cave area, so the route had to be changed/straightened. Up to now, the company has completed the route straightening work on May 25 and is urgently deploying it to complete the column foundation construction by June 10.

Therefore, the production of steel poles that closely follow, or even exceed, the schedule will help the unit calculate and balance the construction work at each location more effectively. With experience from implementing the construction of the 500kV line 3, Quang Trach - Pho Noi, Mr. Canh affirmed that he will bring the package to the finish line with other contractors, ensuring progress on the entire route. From June to August is the final stage but coincides with the rainy season in the North, so right from the time of signing the contract, the unit has fully prepared materials and personnel, especially bringing specialized vehicles from the Central region to support, prioritizing the implementation of the 500kV line Lao Cai - Vinh Yen.

On the investor's side, Mr. Do Quang Khai, Deputy Director of Power Project Management Board 1 and Director of the Lao Cai - Vinh Yen 500 kV Transmission Line Project Management Board, said: the Board has directed the pole manufacturing contractor to prioritize the production of those types of poles for the poles that can be completed first, and provide them to the construction site in a timely manner. At the same time, immediately after completing the construction of the pole foundation, they can be ready for erection, speeding up the progress.

Take advantage of the weather to ensure construction safety

The contractors have signed a commitment to compete and set a target of completing the foundation casting milestones in May and the pole erection in July 2025 in order to complete the wire laying and energizing work by the end of August 2025.

Most of the project's construction sites are located on hills and mountains. In the context of the northern region entering the rainy season, unusual rain and flood developments have caused the construction sites to be at risk of landslides and difficult to move. Therefore, construction contractors have closely coordinated with steel column suppliers to speed up production and take advantage of favorable weather to transport to the construction site.

According to Mr. Do Quang Khai, the rain and floods not only make construction difficult but also add more work to be done. In particular, most of the project's column foundation locations are located on hills and mountains, and during the rainy season, the transportation roads become slippery, making it difficult to transport materials and equipment to the location.

However, with the urgent requirements of the project, the Power Project Management Board 1 requested investors to pump water and dredge landslides in the foundation pits immediately after the rain to be able to continue construction; use specialized vehicles to transport supplies, materials, and reinforced concrete to the foundation locations so that construction can be carried out immediately after each rain.

During the site inspections, along with the requirement to ensure project progress, EVN Deputy General Director Pham Hong Phuong also emphasized: Contractors also need to proactively respond to adverse weather conditions, arrange camps, warehouses of materials and machinery and equipment in safe areas, avoiding the effects of rain, floods and landslides; reasonably arrange human resources and equipment, speed up the progress of foundation pit work, and prepare well for the pole erection work in the coming time. In particular, contractors need to strictly comply with technical procedures, labor safety regulations and environmental protection throughout the construction process.
