The Ministry of Foreign Affairs' bridge point attended the National Conference to disseminate and implement Resolution No. 66 and Resolution No. 68 of the Politburo.

On May 18, the Politburo and the Central Party Secretariat held a national conference to disseminate and implement Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW on private economic development.

The conference was held directly from the Central bridge at Dien Hong Hall, National Assembly House; combined online to 37,000 bridges at Central Committees, ministries, branches, and units; Party committees directly under the Central Committee; Provincial Party Committees, City Party Committees, and district and commune-level bridges with more than 1.5 million delegates attending.

Attending the conference at the Dien Hong Hall, National Assembly were: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat Tran Cam Tu; Politburo members, former Politburo members, Secretariat members, Party Central Committee members, Central Military Commission members; leaders of central departments, ministries, branches, unions, central business associations, corporations, general companies, and enterprises.

At the Ministry of Foreign Affairs' bridge point, there were members of the Standing Committee, members of the Party Committee, leaders of the Party building committees of the Ministry's Party Committee, representatives of Party committees at all levels under the Ministry's Party Committee, and all cadres and Party members of the Ministry of Foreign Affairs.

At the conference, Prime Minister Pham Minh Chinh introduced the topic "Key and core contents of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development and the plan to implement Resolution No. 68-NQ/TW".

According to Prime Minister Pham Minh Chinh, the private economy is playing an increasingly important role, clearly demonstrated through the Resolutions of the Congresses. The Central Executive Committee and the Politburo have issued many policies and guidelines for the development of the private economy. The legal system is increasingly being improved on the basis of concretizing the policies, guidelines, viewpoints and orientations of the Party, creating a unified and favorable legal framework for the development of the private economy, ensuring equal freedom of business.

Prime Minister Pham Minh Chinh emphasized that Resolution 68/NQ-TW was issued just 2 weeks ago, but has been enthusiastically responded to by the entire political system and the entire population, especially the business community, entrepreneurs, and business households, considering it a breakthrough in development thinking, becoming a "revolution in thinking and institutions" for the private economy, creating and strengthening trust, promoting the private economy to rise, break through, and contribute to the country.

Resolution 68-NQ/TW sets out five breakthrough guiding views on private economic development, notably: the private economy is the most important driving force of the national economy, a pioneering force promoting industrialization, modernization, economic growth, job creation, improving labor productivity, national competitiveness, and international integration;

Developing a fast, sustainable, effective, high-quality private economy is both a central, urgent task and a long-term strategic one; completely eliminating perceptions, thoughts, concepts, and prejudices about the private economy; considering entrepreneurs as soldiers on the economic front.

At the same time, create an open and transparent business environment, ensure regional and global competitiveness; promote the spirit of entrepreneurship, legal enrichment, and contribution to the country; strengthen the leadership role of the Party and the State's creation, taking enterprises as the center and subject; honor, encourage, and develop a strong team of entrepreneurs.

Next, National Assembly Chairman Tran Thanh Man presented the topic "Key and core contents of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and the action plan to implement Resolution No. 66-NQ/TW".

According to National Assembly Chairman Tran Thanh Man, the issuance of Resolution 66 is an objective requirement of the innovation process, aiming to create a breakthrough in improving the quality and effectiveness of law-making and enforcement to meet development requirements in the new era of national prosperity and development.

The core contents of Resolution 66-NQ/TW of the Politburo include guiding viewpoints, goals, tasks, and solutions. In particular, Resolution 66-NQ/TW clearly states that in order to meet the requirements of national development in the new era, the work of building and enforcing laws must thoroughly grasp the 5 guiding viewpoints.

Specifically, including: ensuring the comprehensive and direct leadership of the Party in law-making, strengthening the Party's leadership in law enforcement; identifying law-making and law enforcement as the "breakthrough of breakthroughs" in perfecting the country's development institutions; law-making must closely follow reality; improving the effectiveness of law enforcement; clearly identifying investment in policy and law-making as investment for development.

The Resolution sets out medium- and long-term goals for law-making and enforcement. Accordingly, by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, paving the way for development creation, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.

By 2045, Vietnam will become a developed, high-income country with a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, implemented strictly and consistently; respect for the Constitution and the law will become the standard of conduct for all subjects in society.

Speaking at the conference, General Secretary To Lam affirmed that the innovations and reforms we are implementing are not only objective requirements for development but also orders from the future of the nation. The innovations and reforms focus on four breakthroughs: Resolution No. 57 of the Politburo on promoting science, technology and innovation, Resolution No. 59 on proactively integrating deeply into the international community, Resolution No. 68 on strongly developing the private economic sector and Resolution No. 66 on comprehensive innovation in law-making and enforcement. The four major resolutions of the Politburo mentioned above are the "Quad Pillars" that help Vietnam take off.

Although each resolution focuses on a key area, they are closely linked, complementing and promoting each other in the process of understanding and organizing implementation, together creating a unified whole of strategic thinking and action for the country's development in the new era and a unified goal: building a solid foundation for Vietnam to develop rapidly, sustainably and become a developed, high-income country by 2045.

Emphasizing that over the past years, the country has achieved comprehensive achievements in most areas but is also facing great challenges, the General Secretary stated that only drastic, persistent and effective reforms can help the country overcome challenges, seize opportunities and realize the aspiration for rapid and sustainable development in the new era; we must dare to think big, act big, and carry out major reforms with the highest political determination and the most persistent efforts.

The General Secretary requested the entire Party, the entire people, and the entire army to thoroughly grasp the spirit: developing the private economy to become “the most important driving force” of the national economy. Vietnamese entrepreneurs are “soldiers on the economic front” in the new era, not only contributing to their own enrichment but also fulfilling the noble mission of building a strong and prosperous country. Creating real breakthroughs in science, technology and innovation, considering them the foundation for development and the main driving force for the cause of industrialization and modernization of the country in the new era. Innovating the work of building and enforcing laws to meet the requirements of national development in the new era.
