List of key energy projects to start construction and inaugurate on August 19

On the morning of August 19, the Government will simultaneously start and inaugurate about 250 works and projects at 80 locations across the country. Key national corporations in the energy sector will participate with many meaningful works.

Vietnam National Coal and Mineral Industries Group (TKV) said that these 5 projects include: Underground mining project of Ha Rang mine extension (Hon Gai Coal Company), capacity of 900,000 tons/year, total investment of about 1,392 billion VND, granted Mining License No. 154/GP-BNNMT by the Ministry of Agriculture and Environment on May 27, 2025.

Coc Sau - Deo Nai Mine Cluster Exploitation Project, capacity of 2.7 million tons/year, total investment of about 2,074 billion VND, License No. 202/GP-BNNMT dated June 18, 2025. Tan Yen underground mining project - Dong Trang Bach mine, capacity of 0.45 million tons/year, total investment of about 1,111 billion VND, License No. 156/GP-BNNMT dated May 28, 2025.

Nam Mau Coal Screening Plant Project, capacity of 2.5 million tons/year, total investment of about 1,019 billion VND; Nui Beo Coal Joint Stock Company's underground workers' dormitory project, total investment of about 299 billion VND, scale of 398 rooms according to the model of 1 person/room, implemented from 2025 to 2027.

These are key projects of TKV, which are of great significance in improving the capacity of coal production, processing and supply, meeting the national energy demand, while contributing to the modernization of the coal industry and improving working and living conditions for workers.

The underground mining project of the Ha Rang mine extension is one of 34 main bridges with works and projects selected by the Government for simultaneous inauguration and commencement.

O Mon IV Thermal Power Plant - a milestone on the national energy journey

Vietnam National Industry and Energy Group said that O Mon IV Thermal Power Plant is one of 250 typical projects started and inaugurated to celebrate the 80th National Day on September 2.

The Lot B-O Mon gas-power project chain is a key project of Vietnam consisting of many components. In this chain, the O Mon IV Thermal Power Plant is the first power plant to start construction. The plant has a designed capacity of 1,155 MW, with high efficiency, fuel economy and environmental friendliness. It is expected that by December 2028, when synchronized with the process of bringing gas from the Lot B field to shore, the plant will be completed and generate commercial electricity.

When operating, O Mon IV will increase the total power capacity managed and operated by Petrovietnam to more than 9,300 MW, equivalent to about 10% of the total capacity of the national power system.

This will be a clean, stable source of electricity, increasing the reliability of the power system, providing direct supply to the Mekong Delta region - where electricity demand is increasing but there is a lack of local power sources - while contributing significantly to promoting socio-economic development.

With a total reserve of about 100 billion m³ of gas, the project chain is considered a “new energy source” for Vietnam in the coming decades. When put into operation, 5–6 billion m³ of gas per year will be brought to the mainland, converted into tens of billions of kWh of clean electricity, stably supplementing the power system, reducing dependence on traditional sources that are increasingly difficult to expand, such as coal or hydropower.

Not only ensuring fuel supply, the project chain also creates momentum for the development of supporting industries, logistics services, improving domestic manufacturing and installation capacity, especially the increasingly deep participation of Vietnamese enterprises in the entire implementation process.

4 projects of the electricity industry

In the list of event locations, Vietnam Electricity Group (EVN) participated with 4 key projects (3 inaugurated projects and 1 groundbreaking project) including Unit 1 of Hoa Binh Hydropower Plant Expansion, Vinh Yen 500kV Transformer Station and connecting lines, Monsoon - Thanh My 500kV Transmission Line Project and Tri An Hydropower Plant Expansion.

In particular, the Hoa Binh Hydropower Plant Expansion Project is invested by EVN and managed by Power Project Management Board 1. The project consists of 2 units, with a total capacity of 480 MW (2×240 MW), an average output of about 490 million kWh/year, with a total investment of over 9,220 billion VND.

The main construction route is located on the right bank of the existing Hoa Binh Dam. The project aims to increase the peak capacity of the national power system, improve frequency regulation and frequency stability, reduce the load on existing generators, extend equipment life and save maintenance costs. In particular, generator No. 1 was selected to be completed to celebrate the 80th anniversary of the August Revolution and National Day September 2.

The 500kV Vinh Yen transformer station is located in Binh Tuyen commune, Phu Tho province, with a scale of 500/220/35 kV including 2 transformers of 900 MVA (each transformer is a combination of 3 single-phase transformers with a capacity of 300 MVA), 500 kV and 220 kV feeder compartments, and 2 connecting lines of 4.7 km long.

Upon completion, the station will connect with the 500 kV Hiep Hoa - Son La, Hiep Hoa - Viet Tri and Lao Cai - Vinh Yen lines, contributing to relieving hydropower capacity in the Northwest region, importing electricity, strengthening grid connectivity and ensuring electricity for the North in the coming years.

The 500 kV Monsoon - Thanh My transmission line project (section in Vietnam) was successfully energized on January 23, 2025. It is a key transmission grid project, serving the import of electricity from the Monsoon Wind Power Plant (Laos) to Vietnam, adding 600 MW of electricity to the national power system in the period 2024-2025. On August 19, the project will be inaugurated, bringing electricity from Laos.

The Tri An Hydropower Plant expansion in Dong Nai province (after merging with Binh Phuoc) is part of the Power Plan VIII, invested by EVN and directly managed by Power Project Management Board 3 (EVNPMB3).

The project has a total investment of VND 3,965 billion, an installed capacity of 200 MW (2×100 MW), about 30% of equity capital, the rest is commercial loans from the German Reconstruction Bank (KfW) and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV). It is expected that Unit 1 will generate electricity in the third quarter of 2027, Unit 2 will generate electricity in the fourth quarter of 2027, and will be completed in the fourth quarter of 2027.

Four projects participating in the program to celebrate the 80th anniversary of the August Revolution and National Day on September 2nd created a big "boost" for energy infrastructure: Peak hydropower sources in the North, increased capacity sources in the South and a strategic 500 kV transmission link in the midlands - Northwest.

This combination not only enhances dispatch reserves, optimizes exploitation of sources and grids, but also strengthens the reliability of electricity supply for production and life, in line with the spirit of "Inauguration - groundbreaking for the goal of national development" of this special event.
