The correct test format and questions are only revealed in extra classes.
Continuing the 6th session, on the morning of November 20, the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 5th session of the 15th National Assembly.
Speaking, delegate Nguyen Van Huy (Thai Binh Delegation) reflected that recently, the situation of illegal extra teaching has tended to increase, causing public outrage and creating great pressure on students, especially primary school students.
According to the delegate, Article 4 of Circular 17/2012/TT-BGDDT stipulates cases where extra teaching is not allowed. However, in reality, extra teaching and learning has been distorted, becoming a problem causing worrying consequences, eroding the trust of voters and people in the quality of lessons, affecting the image of genuine teachers.
"Extra classes outside the school are opened by teachers who circumvent the law, suggest addresses to parents and open the door to their regular students. At that time, the lessons in class are left unfinished, and will be continued halfway in the extra classes. The correct format and questions of the tests are only revealed in the extra classes; the difference in scores between those who attend and those who do not attend the extra classes makes parents very upset. Along with that, money, time, and effort in picking up and dropping off are piled up as a burden, causing many families to rush around to follow their children's extra class schedules," said the delegate.
Delegate of Thai Binh delegation said that through contact, some voters mentioned that the cost of extra classes for their children is the largest expense for their families, especially at primary and secondary school levels.
Consider adding tutoring and tutoring to the conditional business sector.
On the other hand, according to the delegate, if we look frankly at the reality of the lives of the majority of teachers today, extra teaching is a solution to improve income and raise living standards.
Delegate Nguyen Van Huy said that it is legitimate, because if doctors can open private clinics after office hours and many people in other professions can work overtime to increase their income, then teachers giving extra lessons is a legitimate right.
Delegate Nguyen Van Huy said that the balance of supply and demand in education is an opportunity for teachers to earn extra income for their personal lives. When students want to review their unsettled knowledge, practice their advanced skills to prepare for entrance exams, transfer exams, excellent student exams, etc., extra classes are a reliable address for learners to seek out.
If extra classes come from the legitimate wishes of the learners, they should not be condemned.
Delegate Nguyen Van Huy stated that the issue that voters and people want is how to regulate and organize the implementation of extra teaching and learning in a healthy and correct manner.
From there, genuine teachers have the opportunity to improve their income, students with legitimate aspirations to supplement and improve their capacity are supported with conditions to access prestigious quality education. And the infamous extra classes for "hoarding lessons" and for suggesting test questions must be dealt with strictly and decisively.
To restore the purity of the tutoring and learning environment, delegate Nguyen Van Huy recommended that the Ministry of Education and Training quickly and urgently amend relevant regulations to effectively, closely, practically and harmonize the interests of students, parents and teachers.
Besides, it is necessary to pay more attention to tightening the quality of formal study hours as well as changing the mindset of exams and reducing the pressure of studying.
The delegates also recommended that the Government direct the Ministry of Planning and Investment to promptly consult and submit to competent authorities for decision to include private tutoring and private learning in the list of conditional business lines.
