Quang Tri province currently has over 26,000 people with disabilities, including about 12,575 women. Of these, the number of women with severe and especially severe disabilities accounts for nearly 70%. Most of them have limited cognitive abilities and have difficulty moving around, so they face many barriers and challenges in life. Most of the women with disabilities are single mothers, their families are in difficult circumstances, most of them have not yet had access to jobs, and do not have capital to start a business. Some others have educational qualifications but also have difficulty finding jobs.
This requires the establishment of an organization, a place of activities dedicated to women with disabilities to meet the legitimate needs and aspirations of disadvantaged women, helping the "crescent moons" to rise up, strive to overcome themselves to develop the family economy , live a meaningful life, and be useful to society. Stemming from that desire, on March 6, 2015, the Quang Tri Women's Union coordinated with the Provincial Association of People with Disabilities to organize the launching ceremony of the Provincial Women's Club with Disabilities. This is the basis for the formation and development of Women's Clubs with Disabilities in the province.
At the Disabled Women’s Club, each member is a vivid story of perseverance in overcoming difficulties. Some are victims of Agent Orange, some have had work accidents, some have congenital disabilities, but they all have one thing in common: not giving up on fate. Each woman comes here with a happy, excited mood, confidently shedding her thoughts and burdens to join in activities, to interact and share with friends and sisters in the same situation.
During its formation and development, the Provincial Disabled Women's Club has maintained and held regular activities once a month and organized meetings and exchanges for women on holidays such as International Women's Day March 8, Vietnamese Women's Day October 20, Vietnamese Disabled People's Day April 18 and International Disabled People's Day December 3.
At the same time, the club's executive board also regularly visits and encourages sick and ill members, visits funerals, and organizes giving gifts to members on holidays and Tet, etc. Send members to participate in cultural, artistic, and sports activities organized by the Women's Union of districts, towns, and cities.
Club members are also given the opportunity to participate in training courses on gender equality, community integration, economic development, social security policies, other rights and benefits of people with disabilities, etc., guided by domestic and foreign organizations. “Disabled women are shy, reserved, and afraid to interact because of inferiority complex, self-consciousness, and being confined within four walls, but when they come here, they are always understood, shared and sympathized with.
There are many women in Cam Lo and Vinh Linh who live on a small monthly allowance, but are still willing to save money to rent a car to Dong Ha to join the group, which makes me feel very sympathetic," Ms. Ho Thi Hue, Head of the Provincial Disabled Women's Club, emotionally shared.
Based on practical needs, the Action Center for Community Development (ACDC) Vietnam in Quang Tri has supported the establishment of a model of disabled women's clubs in Vinh Linh, Trieu Phong and Cam Lo districts. These clubs have opened up new opportunities to empower disabled women to develop themselves, awaken their inherent potential and inner strength to develop the economy, build happy families and participate in contributing to the development of their homeland.
However, despite many mechanisms and policies that prioritize, care for, and create conditions to support people with disabilities, resources are still limited, mainly relying on socialized sources. In addition, the revolving capital in the Provincial Disabled Women's Club is mainly contributed by members to support each other in developing their livelihoods. Each woman is allowed to borrow 3 million VND for 2 years. With this small capital, it is difficult for women to boldly invest in large economic models. In fact, there is still a fear of lending capital to women with disabilities, so many women with disabilities, despite their desire to rise up, face difficulties due to lack of capital.
As the Chairwoman of the Disabled Women Club of Quang Tri Province, Ms. Ho Thi Hue shared: “I hope that local Party committees and authorities will continue to pay attention, accompany and support disadvantaged women in general and disabled women in particular. Create conditions for disabled people to borrow capital for livestock farming, cultivation and opening business services.
For organizations for people with disabilities, priority should be given to recruiting employees who are disabled or have difficult circumstances to help them have opportunities to access and solve their employment needs, thereby spreading the voices of disadvantaged people in society.
