Evidence of scientific , methodical and highly proactive nature in institutionalizing the Party's policies
The 15th National Assembly term took place in the context of the country and the world facing the Covid-19 pandemic along with a series of complex international fluctuations and natural disasters with serious consequences. Under the Party's wise leadership, the National Assembly's legislative activities have seen strong innovation in thinking and legislative processes, being proactive, creative, and actively promoting the role of "being one step ahead in terms of institutions", responding promptly to new situations, meeting practical requirements.

One of the outstanding results is that at the beginning of the XV term, the National Assembly Party Delegation (now the National Assembly Party Committee) presided over and coordinated with the Government and relevant agencies and organizations to develop and submit to the Politburo for approval the Project on Orientation of the Law-making Program for the entire XV term. This is the first time the Politburo has approved a political-legal document with a comprehensive orientation on the content of legislative work that needs to be focused on during the National Assembly term.
With 8 major orientation groups and 70 specific orientations, the Project is a " compass ", establishing a strategic vision and having a high orientation and forecasting nature of the Party for legislative work for the entire term of the National Assembly; is an important political basis for the Government, ministries, branches, agencies of the National Assembly and other relevant agencies and organizations to be proactive in law-making activities, instead of responding to situations and arising issues.
Accordingly, of the 99 laws passed by the National Assembly from the beginning of the term to the end of the 9th Session, 89/99 laws (accounting for 90%) were the result of implementing these legislative tasks. The contents of the laws, ordinances and resolutions passed all closely followed the Legislative Orientation, ensuring the correct, complete and timely institutionalization of the Party's policies, guidelines and viewpoints, meeting the requirements of practice. Along with that, focusing on removing institutional bottlenecks and bottlenecks, meeting the requirements of rapid and sustainable national development in the new period. This demonstrates the scientific, methodical and highly proactive nature of the work of institutionalizing the Party's policies, making an important contribution to building a solid legal foundation for the country's development.
A major shift in innovation in thinking and legislative processes
During the XV term, legislative thinking continued to be innovated and improved to meet practical requirements. The National Assembly Party Delegation (now the National Assembly Party Committee) developed and submitted to the Politburo for approval the Project and issued Conclusion No. 119-KL/TW on the orientation of innovation and improvement of the law-making process, ensuring professionalism, science, timeliness, feasibility, and efficiency, as a basis for developing and submitting to the National Assembly for approval the Law on Promulgation of Legal Documents 2025 with many fundamental innovations in the legislative process. The assignment, decentralization, and division of authority between the National Assembly, the Government, and agencies are clear, with each agency's "right role" with the highest goal being for the development of the country.
In particular, the Central Steering Committee on perfecting institutions and laws was established with General Secretary To Lam as its head, demonstrating the Party's highest political determination in perfecting institutions and laws so that institutions and laws create advantages, becoming increasingly transparent, fair and effective.
Since the Eighth Session, the innovation of thinking and legislative processes has been carried out more drastically with important instructions from the leader of our Party. In his speech at this Session, General Secretary To Lam requested: Strongly innovate legislative work, including transforming the thinking of law-making in the direction of both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, unleashing all resources for development, and not having a rigid management mindset, resolutely abandoning the mindset of banning if you can't manage it.
Thoroughly implementing the above instructions, National Assembly Chairman Tran Thanh Man promptly directed the introduction of many solutions to implement the General Secretary's request. The draft laws passed by the National Assembly have deeply and clearly demonstrated the spirit of innovation in thinking in law-making. Basic laws only regulate framework issues, issues of principle, and practical issues that change frequently are assigned to the Government and localities to regulate to ensure flexibility in management.
Along with that, it is necessary to promote decentralization and delegation of power; to stand on the practical ground of Vietnam to build appropriate legal regulations; to resolutely abandon the mindset of "if you can't manage it, then ban it"; to have policies that put people and businesses at the center; to thoroughly cut and simplify administrative procedures, investment and business conditions, and reduce compliance costs; to proactively remove legal and administrative barriers, create a legal corridor, and a favorable environment for new issues and new trends, and gradually turn institutions and laws into competitive advantages, playing a leading role in socio-economic development, towards the goal of a rich people, a strong country, and a democratic, fair, and civilized society.
In recent times, especially since the Ninth Session, the National Assembly has been very resolute and urgent in reviewing and passing many laws and resolutions to promptly institutionalize the Party's new guidelines and policies, responding to practical requirements.
Specifically, just 14 days after Resolution No. 68-NQ/TW on private economic development was issued by the Politburo, the National Assembly passed Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development.
59 days after the issuance of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the National Assembly passed Resolution No. 193/2025/QH15 piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation; then passed the Law on Science, Technology and Innovation.
To promptly implement Resolution 66-NQ/TW of the Politburo, just 17 days after this Resolution was issued, the National Assembly considered and passed Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law making and enforcement.
Also at this session, less than a month after the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development, Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, the National Assembly is urgently considering to pass resolutions on specific mechanisms and policies in these areas to bring the Party's guidelines and policies into life soon...
One of the historical milestones was that at the Ninth Session, the National Assembly completed the particularly important task of reviewing and approving the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, to institutionalize the Party's policy on reorganizing and streamlining the apparatus of the political system. The Resolution was passed by the National Assembly with 100% of the delegates present voting in favor, demonstrating the high consensus of the Party's will and the people's will. The Resolution was passed earlier than planned, creating favorable conditions for the National Assembly to pass laws and resolutions on implementing the reorganization and organization of the apparatus and administrative units, ensuring the legal basis for the two-level local government to officially come into operation nationwide from July 1, 2025.
As a result, a system of central agencies and local governments has been formed that is streamlined, compact, and strong, transforming an important step into a modern national governance model, close to the people, serving development creation, operating effectively, efficiently, and effectively; comprehensively restructuring the development space, creating new advantages and dynamism, contributing to enhancing the country's position and strength entering a new era .
Record number of laws and resolutions passed
With close attention, determination, responsibility and high political determination, from the beginning of the XV term to the end of the Ninth Session, the National Assembly has passed 99 laws and 41 resolutions; at the Tenth Session, it is expected that the National Assembly will continue to consider and pass 49 laws and 4 resolutions, bringing the total number of documents passed by the National Assembly during the term to 148 laws and 45 legal resolutions. Thus, compared to recent terms, the number of laws passed by the National Assembly during the XV term alone is 138% compared to the XIII term (107 laws), 205% compared to the XIV term (72 laws) and 221% compared to the XII term (67 laws). This is not simply an increase in quantity, but shows a step ahead in terms of institutions, timely and effective responses to practical requirements, creating a spur for development.
Thus, with a record number of 148 laws and 45 legal resolutions expected to be passed during this XV term, the legal system has comprehensively covered all fields, resolved arising issues and opened up growth drivers for the country to enter a new era. In particular, many laws have clearly demonstrated the spirit of "taking people's lives and interests as the measure of policy".
The draft Political Report submitted to the 14th National Party Congress sets out the goal of continuing to perfect the legal system to be complete, synchronous, transparent and feasible, as a foundation for modern management and administration, promoting innovation, developing new fields, removing difficulties, maximizing potential, strengths and resources, creating momentum for the country's rapid and sustainable development.
To realize this goal, the legislative work of the National Assembly needs to continue to be strongly innovated, improving quality and efficiency so that together with the Government, sectors and levels, we can build and perfect the legal system to truly become a "breakthrough of breakthroughs" and a driving force for national development in the new era.
With such meaning, the first Law-making Forum is expected to open up a space for in-depth dialogue between the National Assembly, agencies participating in the legislative process, National Assembly deputies with scientists, experts, and practitioners in various fields. This is not only an opportunity to summarize the legislative work of the 15th National Assembly term, but more importantly, to suggest and determine a new direction for the 16th term.
