The New Rural Development Program and the Socio -Economic Development Program for Ethnic Minority and Mountainous Areas have significantly contributed to changing the face of Hue City.
Hundreds of infrastructure projects have been invested in comprehensively and modernly with capital exceeding 20,800 billion VND mobilized during the 2021-2025 period. The rural road system, irrigation systems, schools, health stations, cultural centers, and environmental projects have been completed, helping to improve the lives of the people.

According to Mr. Hoang Hai Minh, Vice Chairman of the Hue City People's Committee, the National Target Program for Building New Rural Areas has contributed to the development of a comprehensive and modern basic socio-economic infrastructure, ensuring connectivity between rural and urban areas and between different regions within the locality.
During the period 2021-2025, from direct budget funding at all levels of the program, Hue City allocated over 1,044 billion VND to 346 construction projects. These included 165 transportation projects; 51 irrigation projects; 10 electricity projects; 63 schools; 34 cultural centers; 6 rural commercial infrastructure and food safety market projects; 9 rural environmental protection infrastructure projects; and 1 clean water supply project.
In 2025, nearly 95 billion VND was allocated to 22 projects (17 rural transportation projects, 2 schools, and 3 cultural centers).
Through the aforementioned programs, Hue City continues to effectively restructure its agricultural sector and vigorously implement the One Commune One Product (OCOP) program to enhance added value, aligning with the digital transformation process and adapting to climate change.
To date, Hue City has 115 products that have been evaluated and recognized as OCOP products, including 1 national-level 5-star OCOP product (0.9%), 19 4-star products (16.5%), and 95 3-star products (82.6%).
In addition, developing rural tourism, promoting the activities of cooperatives, supporting start-up businesses, and improving the quality of vocational training for rural workers... will contribute to improving people's income in a sustainable way.

Tourism models linked to rural development in Ngu My Thanh village, A Nor village, Thanh Toan tiled bridge, etc., are helping to positively change the lives of people in rural areas. Agricultural, forestry, and fisheries extension activities continue to receive attention and implementation, with 20 agricultural extension models currently being implemented that are suitable to the aspirations and production conditions of localities and have high potential for replication.
With the perspective of using science and technology as the foundation to promote socio-economic development in general, and production development associated with building new rural areas in particular, Hue City has applied many research topics, projects, and technical advancements to production and guided the building of brands for distinctive products, gradually completing the goals of building new rural areas in the city.
Some notable models and topics include: Improving the quality of cattle herds in A Luoi; Intensive cultivation model of Valencia 2 orange variety in Nam Dong; Research on the technical process of producing brown fish fry in Tam Giang lagoon; Research on the theoretical and practical basis of building smart villages and connected communes to contribute to rural modernization...
Building a livable countryside.
Despite significant infrastructure investment, rural areas still lack clear improvements in income, production organization, economic development, and food safety compared to other localities in the region.
There are not many models for organizing production and linking production, or if there are models, their effectiveness is not high enough and does not live up to their potential.
Mr. Hoang Hai Minh stated that, under the two-tiered local government system, Hue City still has 19 communes. The locality will review the criteria, regulations, mechanisms, and policies for the 2026-2030 period to provide localities with a basis for implementation, ensuring effectiveness and suitability to different regions.
Hue City plans to mobilize over 10,000 billion VND to implement the New Rural Development Program for the period 2026-2030.
Of this, approximately 650 billion VND was directly allocated by the central government, approximately 650 billion VND was counterpart funding from local budgets, approximately 1,800 billion VND was integrated funding, approximately 7,000 billion VND was credit funding, and approximately 450 billion VND was mobilized funding.

"At the same time, we need to accelerate digital transformation in the agricultural sector, especially focusing on the application of artificial intelligence to optimize production and develop agricultural markets towards a commodity-based approach," Mr. Hoang Hai Minh shared.
Currently, Hue City is focusing on building new rural areas in two key regions with unique characteristics.
Specifically, in the lagoon and coastal areas, the focus will be on developing sustainable aquaculture production models, community-based ecotourism, and protecting lagoon ecosystems, thereby promoting marine economic development. In the midland and mountainous regions, the focus will be on developing ecological agriculture, sustainable forestry, combined with experiential tourism and the preservation of local culture.
In addition, the plan includes building communes with modern public administrative service centers and modern interaction models between the government, the community, and the people. It also involves developing "livable rural areas" and "happy rural areas" models at the village level and extending them to the commune level, aiming to build dynamic and civilized rural communities.
Develop eco-village models and model residential areas, expand community living spaces, plant trees, and improve landscapes in conjunction with local communities. Pilot the construction of several "green agriculture" models.

Hue City also integrates and coordinates with national target programs directly related to rural areas, ethnic minority regions, and mountainous areas, in order to ensure the effective use of public investment resources and contribute to the comprehensive achievement of the new rural development goals.
