A representative of the Department of Agriculture and Rural Development of Phu Yen province said that this unit is a member of the interdisciplinary inspection team on the implementation of investment in rooftop solar power systems in Phu Yen province. Accordingly, the province currently has 21 farms, of which 2 farm projects have been decided on investment policy by the Provincial People's Committee, 12 farms have been approved by the District People's Committee for investment policy, 5 farms have farm economic declarations confirmed by the Commune People's Committee, 2 farms in the High-tech Agricultural Zone have been granted investment licenses by the Phu Yen High-tech Agricultural Zone Management Board.

Regarding the document approving the investment policy of the farm by the competent authority, there is no rooftop solar power item. However, in reality, the rooftop solar power item of the farm is a large item, the main item of the farm.
Regarding the effectiveness of investment in farms and agricultural projects, according to the Department of Agriculture and Rural Development, investment in cultivation (mushrooms, medicinal plants) has not been focused on or invested properly..., the plants are sparsely planted, poorly developed and die a lot. There are some farms that have not actually implemented the investment policy approved by the competent authority.
If considering the criteria of farm economic production value as prescribed in Article 3, Circular No. 02/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development, these farms do not comply with the law.

However, the Department of Agriculture and Rural Development said that, within its duties and functions, this unit can only strive to strengthen coordination with the District People's Committee, guide farm owners to organize production in accordance with legal regulations, in order to improve the efficiency of farm economic activities; synthesize reports on the investment situation and farm economic development for the Provincial People's Committee and the Ministry of Agriculture and Rural Development to monitor and direct.
Mainly selling electricity, secondary farming
According to the report of the Department of Industry and Trade of Phu Yen province, Son Hoa district is one of the localities in this province with many farms installing solar power systems, with 10 farms and 34 solar power systems. This locality has inspected, reviewed, and handled violations according to the law for land users, households, and individuals using land for purposes other than those under their authority.
In addition, the authorities also reviewed and required farm investors to conduct production and business activities to ensure the objectives, investment scale, and economic efficiency of the farm as prescribed in Circular No. 02/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development.

Responding to the press, Mr. Nguyen Dinh An, Vice Chairman of the People's Committee of Son Hoa district, also admitted: "We encourage people to develop farm economy, improve their income. However, during the inspection and review process, the farms did not implement the original goals. Selling electricity is considered the main income, while planting trees is only secondary. Currently, local authorities are still monitoring and mobilizing farm owners to plant trees according to the original policy."

As the agency directed by the People's Committee of Phu Yen province to implement the conclusions at the 16th session of the People's Council of Phu Yen province in 2023, including the handling of solar and rooftop farms, the Department of Agriculture and Rural Development of Phu Yen province has proposed a number of solutions. Accordingly, for projects approved by the Provincial People's Committee for investment policy: The Department of Planning and Investment shall preside over the inspection and review of the scale, content, and investment progress in the approved project description to advise, report, and propose handling of violations according to regulations.
