Firefighting and rescue drill with simulated chemical warehouse fire in industrial park

On December 16, the People's Committee of Long An province organized a provincial-level firefighting and rescue drill. The drill location was at Khang Viet Production and Trading Joint Stock Company (located in Vinh Loc 2 Industrial Park, Long Hiep Commune, Ben Luc District).

According to the simulated drill scenario, at Khang Viet Production and Trading Joint Stock Company, there was a chemical spill of Toluene causing a fire. The fire area had 6 solvent tanks. The fire spread quickly, engulfing the tank area and threatening to spread to the solvent warehouse, raw material warehouse and varnish factory. The burning products emitted a lot of smoke and toxic gas, making it difficult to approach and extinguish the fire. At the time of the fire, there were nearly 50 workers working at the solvent warehouse, raw material warehouse and factory.

From the hypothetical situation, the fire fighting, rescue and relief work mobilized many officers and soldiers from various forces and many vehicles to participate. The plan to handle the fire and rescue situation is divided into 4 stages.

Ladder truck mobilized to participate in the exercise

Phase 1: Upon detecting a fire, the facility's fire prevention and fighting force promptly reported the fire to the professional fire prevention, fighting and rescue police force; at the same time, deployed fire fighting and rescue using fire fighting and rescue vehicles and equipment provided by the Company.

Phase 2: Upon receiving the information, forces in Ben Luc district such as the Ben Luc Fire Fighting and Rescue Team, Vinh Loc 2 Industrial Park Fire Prevention and Fighting Team and 5 Fire Prevention and Fighting Teams in neighboring industrial parks including Thuan Dao, Phuc Long, Phu An Thanh, Nhut Chanh and ChingLuh Company Limited were mobilized human resources and vehicles to quickly arrive at the scene to support fire fighting and rescue.

Phase 3: Fire prevention, firefighting and rescue forces and vehicles coordinate to fight the fire and rescue. At the same time, ambulances and medical staff are also mobilized to the scene of the fire to provide first aid and take the victims to the nearest medical facility. Among the specialized fire trucks, a 32m fire ladder truck is mobilized.

Thanks to the quick and coordinated response, all workers trapped in the fire were taken outside to a safe area for first aid. Meanwhile, the fire was basically controlled and extinguished, no longer affecting neighboring areas.

Phase 4: Military forces and vehicles cordon off the contaminated area and handle the chemical spill into the environment.

Forces participating in fire fighting according to hypothetical situations

Speaking at the meeting, Vice Chairman of the Provincial People's Committee - Nguyen Minh Lam requested units and localities to step up propaganda on fire prevention, fire fighting and rescue to raise awareness of agencies, businesses, socio-political organizations and all people. Forces participating in the drill need to learn from experience to perfect the operating mechanism, improve coordination efficiency, and mobilize forces when incidents, fire and explosion accidents occur.

In addition, all levels and sectors need to strengthen the effectiveness and efficiency of state management of fire prevention, fire fighting and rescue; organize inspections and checks of fire prevention and fire fighting safety conditions. In particular, pay special attention to enterprises that produce, store and use chemicals. Through inspections, promptly detect and clarify the responsibilities of groups and individuals and strictly handle violations that do not ensure fire prevention, fire fighting and rescue safety conditions.

Mr. Nguyen Minh Lam also directed the Fire Prevention, Fire Fighting and Rescue Police force to regularly improve the effectiveness of technical training and fire fighting and rescue skills for owners and employees at production and business establishments. Regularly maintain and preserve equipment, supplies and vehicles serving fire fighting, rescue and rescue to ensure they are in good working condition.

“All levels, sectors, agencies and units need to proactively coordinate with the police to organize propaganda activities, experiences, and fire fighting and rescue practices.
