Shaping the Future of Vietnam's Low-Rise Economy

The potential of Vietnam's low-end economy is estimated to reach 10 billion USD and has the opportunity to become a low-end industrial center of the region and the world.

On November 14, in Hanoi, under the auspices of the National Innovation Center (NIC) under the Ministry of Finance , the Aviation, Space, and Unmanned Aerial Vehicle Network (AUVS VN) in collaboration with FPT Corporation, the Vietnam Low-Altitude Economic Alliance and Vietnamese Innovation Networks abroad organized the Vietnam Low-Altitude Economic International Forum 2025.

The Forum is a specific activity to realize the goals of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, and at the same time implement Decision No. 1131/QD-TTg dated June 12, 2025 of the Prime Minister on promulgating the List of strategic technologies and strategic technology products.

Held for the first time with the theme “Shaping the future of the Low-altitude Economy in Vietnam – From policy to practice”, the Vietnam Low-altitude Economy International Forum 2025, the forum mentioned Vietnam’s opportunities in applying aviation, space and drone technology to develop low-altitude economic models.

In his opening speech, Mr. Vo Xuan Hoai, Deputy Director of the National Innovation Center, said that many countries in the world have considered aerospace and UAVs as strategic technology industries. “With the explosion of aviation, space and drone technology, the new economic model, specifically the “Low-Range Economy”, is becoming a prominent development trend globally,” Mr. Hoai emphasized.

The low-altitude economy includes economic activities taking place below an altitude of 1,000 m, which can be expanded to below 5,000 m depending on the actual needs of each country, taking advantage of drone and unmanned flight technology, low-altitude intelligent networks to develop infrastructure, produce flying vehicles, services and ensure flight safety, mainly based on the application of unmanned aerial vehicles (UAVs) and related technologies in fields such as agriculture, logistics, environmental monitoring, transportation, communications and entertainment...

This is a new economic space, taking advantage of the underutilized low atmosphere to create value through advanced technology.

“Low-level economy opens up new growth momentum - where Vietnam can take off with intelligence, technology and multi-dimensional cooperation between: State - Enterprises, Universities and People. Seizing opportunities and investing in LAE, we are promoting the three pillars of the new era: digital economy, green economy, knowledge economy - at the same time awakening the creative potential of Vietnamese engineers and scientists, bringing better services to people in remote areas, islands and affirming Vietnam's position on the global technology map." , said Mr. Vu Anh Tu, Chief Technology Officer of FPT Corporation.

According to experts speaking at the Launch of the Low Altitude Economy (LAE) Alliance on October 10, 2025, the low altitude aviation industry alone is expected to be valued at around $700 billion by 2035.

In Vietnam, the potential of the low-end economy is estimated to reach 10 billion USD. With geopolitical advantages, policies to encourage innovation, a young and dynamic workforce, Vietnam is facing a "once-in-a-lifetime opportunity" to become a low-end industrial center of the region and the world.

The Forum also noted many policy proposals in building a sandbox policy framework, developing low-altitude airspace management infrastructure, and promoting research and production of unmanned aerial vehicles (UAV/UAM) to serve socio-economic fields in order to open up a new direction for the country in the era of low-altitude aviation, creating a platform to connect resources, share knowledge and promote the application of modern technologies.
