On behalf of the Head of the Steering Committee for the arrangement of administrative units at all levels and the development of a two-level local government organization model of the Government, Minister of Home Affairs Pham Thi Thanh Tra has just signed and issued Official Dispatch 09/CV-BCĐ to the People's Committees of provinces and cities on temporary orientations for staffing when implementing the arrangement of administrative units and the organization of two-level local governments.
Accordingly, the Steering Committee oriented the staffing arrangement of 34 provinces and cities and 3,321 communes after the merger.
After 5 years, ensure the assigned total staffing level.
For 11 provincial administrative units that are not subject to merger, based on the staffing assigned by competent authorities for the 2022-2026 period and the tasks decentralized from the Central Government, proactively arrange and assign cadres and civil servants to ensure that they meet the task requirements of provincial advisory and support agencies.
These 11 provinces and cities reviewed, restructured and improved the quality of provincial-level cadres and civil servants, ensuring the operation of local governments at two levels is interconnected, uninterrupted, effective and efficient.
For the 23 provincial administrative units after the merger and consolidation, it is possible to combine restructuring and improve the quality of the staff according to the roadmap, basically after 5 years, the total payroll must comply with the regulations assigned by the competent authority.
After the stable arrangement, in 2026, based on the guidance of competent authorities on criteria for determining the payroll and payroll framework of agencies, organizations and units in the political system, localities will proactively coordinate, balance and decide on the allocation of payroll to each agency, organization and unit under their management according to their authority, ensuring the implementation of the goal of streamlining payroll according to regulations.
According to the Steering Committee, the commune level (commune, ward, special zone under province, city) will initially maintain the number of staff and civil servants at the district level (except for those transferred according to Conclusion No. 154-KL dated May 17, 2025 of the Politburo ), and the existing commune level will be arranged to work at the commune level.
The commune level will review and streamline the payroll of commune-level officials and civil servants who do not meet the prescribed standards in order to restructure and improve the quality of the team to meet task requirements, ensuring that within a period of 5 years, they will basically comply with Government regulations.
Commune level has 32 staff, 3 specialized departments
The proposed plan for the staffing framework for commune-level administrative units is about 32 positions (excluding party and mass organizations and excluding the commune-level Military Command - The staffing of the commune-level Military Command is implemented according to the guidance of the Ministry of National Defense).
Specifically, the leadership of the People's Council: Includes 1 Chairman, 1 Vice Chairman; the leadership of the People's Committee: Includes 1 Chairman, 2 Vice Chairmen; 2 Committees of the People's Council: Includes 2 Committee Heads, 2 civil servants; 3 specialized Departments of the People's Committee: Each department has 1 specialized civil servant to lead and manage; in case the Vice Chairman of the People's Committee is also the Head of the Department, 1 specialized Deputy Head of the Department will be arranged.
Professional department civil servants: Average of 5 civil servants/department (total of 15 civil servant positions). Public Administration Service Center: 1 Vice Chairman of the People's Committee and Director of the Public Administration Service Center; 1 full-time Deputy Director and 5 civil servants (in case of implementing the 1-level public administration center model, the provincial level will arrange suitable staff).
For public service units, based on the plan for arrangement and restructuring by sector and field at the new commune level according to the guidance of the Ministry managing the sector and field, localities are responsible for arranging the quota of civil servants receiving salaries from the state budget within the total number of staff assigned by competent authorities, reviewing, restructuring and improving the quality of civil servants, and promoting autonomy for public service units by sector and field in accordance with the conditions and characteristics of each locality./.
