The Government Standing Committee highly appreciated the contributions of state-owned enterprises (SOEs) to the country's overall results in recent times, and also shared the difficulties and challenges that SOEs are facing due to the domestic and international situation. The conference unanimously sent out the message: Joining hands, removing difficulties, overcoming challenges, promoting investment and development, contributing to achieving the economic growth target in 2023 and the following years. The spirit is to harmonize the interests of the State, the people and enterprises, sharing risks, not saying no, not saying difficult, not saying yes but not doing for enterprises.
State-owned enterprises need to take the lead in innovation and improve competitiveness.
To continue improving operational efficiency and innovating the state-owned enterprise sector, it is necessary to thoroughly grasp the following guiding principles:
Continue to closely monitor developments at home and abroad, potential sudden problems, and difficulties that have accumulated over many years to promptly propose tasks, solutions, and policies that are close to the actual situation, feasible, and highly effective.
State-owned enterprises need to maximize the resources they hold (with 3.8 million billion VND in assets, contributing 29% to the country's GDP) to focus on development in all fields, playing a leading and pioneering role, contributing to promoting the growth of enterprises and the economy.
State-owned enterprises need to take the lead in innovation, improve competitiveness, focus on digital transformation, green transformation, circular economy, sharing economy, emerging industries, and focus on the country's sustainable development.
The Government , ministries, branches, localities, and owners' representative agencies must accompany and stand shoulder to shoulder with enterprises. Continue to review and perfect institutions, especially the legal system, to remove difficulties, mobilize and promote State resources to lead all social resources for investment and development. Perfect institutions in the spirit of promoting decentralization, delegation of power, and simplifying administrative procedures, contributing to removing difficulties, cutting input costs, and compliance costs for enterprises.
Restructuring state-owned enterprises to match the actual situation, increasing labor productivity and capital efficiency
Regarding the key tasks in the coming time for SOEs, the Government Standing Committee requested:
Restructuring state-owned enterprises in line with the actual situation, not only focusing on capital restructuring but also increasing labor productivity, capital efficiency, and improving the material and spiritual life of workers.
Participate more actively and effectively in major programs and projects of the State, especially the 3 strategic breakthroughs in institutions, infrastructure, and human resources; proactively and actively participate in breakthrough projects, major projects being implemented such as the North-South expressway system, green transformation, climate change response, digital transformation projects, the program to build 1 million social housing apartments, the project to develop 1 million hectares of high-quality rice in the Mekong Delta region, etc.
Promote business ethics and social responsibility, especially in remote areas, border areas, and islands; protect the disadvantaged, those facing difficulties, natural disasters, storms and floods; care for and improve the lives of workers and laborers.
Effectively exploit free trade agreements (FTAs) and good political and diplomatic relations between Vietnam and countries around the world, especially China, the US, the EU, South Korea, Japan, ASEAN countries, etc.
Focus on training human resources in emerging industries such as digital transformation, climate change response, green transformation, green growth, circular economy, sharing economy, etc., contributing to training human resources for businesses, localities and the whole country.
Joining hands with businesses to overcome challenges
Regarding the specific tasks of the representative agencies of owners, ministries, branches, and relevant agencies, the Notice clearly states that Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and cities focus on leading and directing administrative reform, decentralization, creating all favorable conditions for enterprises, and working with state-owned enterprises to effectively implement the above-mentioned key tasks; put themselves in the position of enterprises to solve difficulties, join hands with enterprises to overcome challenges, share difficulties, encourage and motivate those who do the right thing, do well, and resolutely handle those who violate, harass, are negative, avoid, and shirk responsibility... Propose mechanisms and policies to encourage, protect, motivate, and inspire those who dare to think, dare to do, and dare to make breakthroughs for the common good, with the spirit of policy making being neither perfectionist nor hasty.
The Ministry of Finance urgently completes and submits to the Government before November 5, 2023 the proposal to amend the Law on Management and Use of State Capital Invested in Production and Business at Enterprises in accordance with the direction of the Government's leaders in Official Dispatch No. 6593/VPCP-PL dated August 25, 2023. The Ministry of Planning and Investment urgently submits to the Government before October 15, 2023 the draft Decree amending and supplementing Decree No. 10/2019/ND-CP on the implementation of rights and responsibilities of representatives of state ownership.
The State Capital Management Committee at Enterprises shall strengthen inspection, supervision, urging, approval/submission to competent authorities for approval of plans and programs, especially production and business plans and development investment plans of economic groups and affiliated state corporations; fully and promptly perform the tasks of the representative agency of the owner at enterprises according to regulations; proactively and resolutely handle arising problems of economic groups and affiliated state corporations.
Other representative agencies of the owners, which are ministries, branches and localities, need to actively and promptly grasp the situation better, especially the major difficulties and obstacles that are bottlenecks in the production, business and investment activities of enterprises. On that basis, promptly resolve issues within their authority; coordinate and make recommendations to ministries, branches or advise the Government and the Prime Minister to resolve outstanding issues and newly arising issues.
Governments at all levels (state management agencies, representative agencies of SOE owners, such as ministries, branches, and localities) implement a mechanism to periodically organize meetings, dialogues, and listen to SOEs share their difficulties, problems, thoughts, and aspirations every 3 months in order to promptly handle them in a spirit of utmost openness, utmost listening, utmost responsibility, and utmost democracy.
Credit institutions need to promote flexibility and creativity, working together to remove difficulties and bottlenecks in credit and capital sources.
