Hai Phong Do Son District People's Committee proposed the city to reclaim 700,000 square meters of land of 12 slow-progressing projects in prime locations in Van Huong, Hai Son, and Ngoc Xuyen wards.
"The recovered land will be auctioned to increase revenue for the budget. This is to avoid waste and turn land into a resource to help Do Son develop its socio-economy, especially tourism," a recent report by the People's Committee of Do Son district stated.
According to the District People's Committee, 8 land plots have not been put into use for 12 consecutive months, including: Vilogi Hotel construction project, land plot of ASC Vietnam Joint Stock Company, Office and motel construction project of Hai Phong Construction Joint Stock Company, Hai Phong Sports Facilities Management and Operation Center construction project; Resthouse construction project for staff and workers of Hai Phong Construction and Investment Development Joint Stock Company, Business housing construction project of Women's Union, land plot of Dai Viet Phat Trading, Service and Construction Joint Stock Company and Nursing Institute construction project - Ministry of Construction. The total area of these 8 land plots is 16,111.6 m2.
Four project areas put into use 24 months late according to regulations include: Investment project to build a complex tourism service and culinary complex, Project to build a research facility for the Institute of Marine Environment and Resources, and two tourism service hotel projects of DaSo Hai Phong Joint Stock Company. The total area of these projects is 727,820.2 m2.
In addition to the 12 projects above, two resort areas with an estimated investment capital of VND5,000 billion, implemented on an area of 1,000 m2 by Himlam Group in Do Son, also have no implementation (started in 2016), although thousands of hectares in the Van Hoa peninsula area have been leveled.

In March 2022, Hai Phong City People's Committee decided to reclaim more than 9,000 m2 of land allocated in 2008 to implement the High-class Trade Center and Hotel Project; assigned to Duy Hung Trading and Service Company Limited.
Previously, in 2016, the Hai Phong City People's Council issued a Resolution to reclaim areas that were assigned or leased without proper authority, were put into use late, or were used for the wrong purpose, causing waste of land resources.
