The working delegation of the Ministry of Agriculture and Environment worked to resolve some problems in Quang Ninh.

On the morning of September 4, a working delegation of the Ministry of Agriculture and Environment led by Ms. Bui Thi Minh Thuy, Deputy Director of the Legal Department, worked in Quang Ninh to remove obstacles in the initial stages of operating the two-level local government organization model for the agriculture and environment sectors.

Comrade Bui Thi Minh Thuy, Deputy Director of the Legal Department, delivered a concluding speech at the meeting.

After 2 months of officially operating the two-level local government model, the implementation of decentralized tasks, decentralization, authority assignment, and receiving and handling administrative procedures in the fields of agriculture and environment in the province and communes, wards, and special zones in the province have been basically stable.

Closely following the direction of the Central Government and the province, based on the functions, tasks, and assigned management areas, the Department of Agriculture and Environment has actively researched and applied regulations, resolutions, policy mechanisms, and practical production requirements, advising the Provincial People's Council and People's Committee to issue documents on planning, land use plans, licensing, documents directing agricultural production, disease prevention on crops and livestock, building new rural areas, and other management areas of the industry...

At the meeting, representatives of leaders of sectors and localities focused on exchanging, discussing, and raising difficulties, obstacles, and problems in the process of performing tasks in localities such as: The team of professional staff at commune, ward, and special zone levels is still thin, lacking, and has not yet met the tasks in a timely manner. Some contents of decentralization and delegation are not consistent with issued legal documents, especially in the fields related to land, planning, land use plans; issues of dikes and natural disaster prevention; environment; geology, minerals; forestry, forest rangers; cultivation, plant protection, etc.

Localities recommend that the Ministry of Agriculture and Environment , Provincial People's Committees, and Departments of Agriculture and Environment continue to complete guidance documents and specific regulations to avoid confusion and timely implementation.

At the meeting, representatives of specialized departments and branches under the Ministry of Agriculture and Environment answered and explained carefully and thoroughly the opinions of the delegates and provided directions and instructions to remove current difficulties in localities.
