Delegate Ly Thi Lan, member of the Provincial Party Standing Committee, Head of the Provincial Delegation of National Assembly Deputies, emphasized that in order for the Programs to be effective, it is necessary to supplement solutions to strengthen human resources, expertise and operational capacity at the commune level, especially in the fields of primary health care, preventive medicine, preschool education and education in ethnic minority areas.
Regarding program design, it is recommended to closely review to avoid overlapping content between the National Target Program for Health , the National Target Program for Education and the National Target Program for Development of Ethnic Minority and Mountainous Areas. It should be clearly defined: The National Target Program for Education focuses on investing in school facilities, information technology equipment, standard boarding kitchens and improving the capacity of teaching staff; the National Target Program for Ethnic Minority and Mountainous Areas focuses on people's livelihoods such as transportation, clean water, boarding, raising people, and facilities; the National Target Program for Health focuses on preventive medicine, grassroots medical capacity and health human resource development.

Regarding the National Target Program on Health, delegates proposed to focus on commune-level health stations and medical staff at commune health stations, adding a separate section on the standard commune health station model, including the family doctor model, lifelong health management, minimum technical list and grassroots health digital platform; at the same time, amend Point b, Clause 3 on investment scope, to add content on improving commune health capacity.
Regarding the National Target Program on Education: It is recommended that mountainous provinces, ethnic minority areas, and particularly disadvantaged areas maintain the same quota and not reduce the number of preschool teachers in order to meet the requirements of opening classes and maintaining the rate of mobilizing children to attend classes...; increase Vietnamese language materials, ensure students study two sessions a day, develop bilingual materials (such as Vietnamese, Mong, Dao, Tay, Nung), and have policies to support meals and nutrition, along with increasing the arrangement of management staff and teachers who know ethnic languages.

Speaking at the discussion on the Resolution approving the investment policy of the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035, delegate Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, affirmed that these are appropriate orientations for the country's development requirements in the new period. However, the delegate said that some of the set goals are not really feasible for mountainous localities and need to be further improved to ensure practicality.
The delegates suggested that the government continue to review the contents related to the national target program for ethnic minorities in mountainous areas to unify and focus on one program to concentrate resources and one beneficiary to focus on key investment to avoid spreading.
Regarding the goal of standardizing facilities and classrooms, delegates said that in many mountainous provinces, the demand for classrooms is still very high, especially at remote schools. Therefore, there needs to be a specific support mechanism, including considering 100% capital support for communes with special difficulties to ensure a more feasible goal.
Regarding the goal of qualified teachers and improving digital transformation capacity, it is recommended that the Government study stronger solutions such as: Policies to attract high-quality teachers to disadvantaged areas; prioritize on-site teacher training or flexible distance training; prioritize staffing and a mechanism to "order training" for teachers in ethnic minority areas.

Appreciate the goal of making English the second language in schools. However, many mountainous communes currently lack English teachers and have limited information technology infrastructure. Therefore, it is necessary to have a specific roadmap, while promoting the application of technology, connecting online classes, using AI to support teaching; and researching the model of inter-commune English centers.
Regarding resources to achieve the goals: Delegates proposed that the central budget support 90-100% for disadvantaged provinces and especially disadvantaged communes; at the same time, allow flexible resource transfers and prioritize capital for mandatory goals.
Delegate Pham Thuy Chinh, Vice Chairwoman of the National Assembly's Economic and Financial Committee, agreed with the need to issue two draft resolutions and suggested designing a unified structure between the two resolutions to avoid overlap. The delegate noted the mobilization of lottery revenue in the draft resolution on education to comply with the Budget Law.
Commenting on the draft resolution on healthcare, delegates suggested clarifying the “special mechanisms”, not assigning the Government to make additional regulations; not re-stipulating the authority to decide on investment policies; unifying the authority to issue principles for budget allocation. Speaking at the discussion on the Investment Policy of the National Target Program on Health Care, Population and Development for the 2026 - 2035 period, delegate Trang A Duong, full-time member of the National Assembly's Ethnic Council, proposed that the Government continue to review and complete the content of integrating ethnic policies in the entire Program; clarify the responsibilities of ministries, branches and localities; issue unified guidelines to avoid overlap between national target programs; the resource allocation mechanism needs to clearly prioritize poor provinces, especially difficult areas, and areas with a high proportion of ethnic minorities.
According to the delegate, the priority beneficiary group should be expanded in the spirit of Resolution 72-NQ/TW, including pregnant women, children under 5 years old, etc. At the same time, it is proposed to add "ethnic minority areas and mountainous, border and island areas" to the priority areas. At the same time, it is recommended that the Government complete the mechanism for integrating and coordinating resources between other programs and projects, ensuring to avoid duplication of tasks and optimize investment.
Delegate Nguyen Viet Ha, Director of the Bank for Agriculture and Rural Development, Tuyen Quang branch, made many recommendations to improve the mechanisms and policies applied to the National Target Program on Health Care and the National Target Program on Education. In particular, it proposed to add the role of the provincial level in inspecting, supervising and urging the implementation of the National Target Program.
Regarding the Government's reporting mechanism to the National Assembly between the two programs, which are not yet designed similarly, it is proposed to add the content "or at the request of the National Assembly" to the reporting mechanism of the National Target Program on Education. The addition is to ensure flexibility and initiative in reporting work.
Regarding the responsibilities of the People's Council and People's Committee in the Health Care Program, the delegate said that the design of the assignment of tasks to the People's Council and People's Committee at the provincial level between the two programs is not consistent. It is recommended to design the assignment of tasks to the People's Council and People's Committee in the Health Care Program according to the model of the Target Program on Education for easy implementation in practice.
