In the past time, the Department of Health has thoroughly grasped and directed the implementation of the Central Government's documents and the Provincial People's Council's Resolution on organizational structure, payroll, and labor contracts to its affiliated units. The current organizational structure is in accordance with regulations. The administrative agency includes the Department of Health, 2 Sub-Departments: the Food Safety and Hygiene Sub-Department, the Population Sub-Department and 26 affiliated units.
The internal apparatus of some units has been gradually streamlined, compact, and appropriate, overcoming overlaps and duplications between agencies and units. Staffing has been arranged and used in accordance with the Job Position Project approved by competent authorities. Personnel work and management of cadres, civil servants, and public employees have become increasingly systematic, basically meeting the requirements for performing professional tasks.
In addition to the achieved results, the units implementing the mechanism of self-insurance of regular expenditure still face some difficulties, the number of public service units switching to the mechanism of self-financing of operating expenses is not much. The increase in hospital fees is not at the same time as the increase in basic salary, affecting the balance of revenue and expenditure of the unit, operating expenses are still insufficient. The industry has not yet fully utilized the payroll and assigned workers.

Concluding the monitoring session, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council - Mai Van Nhieu acknowledged the results achieved by the Department of Health in the past time. He suggested that the Department of Health have solutions to increase monthly income for medical staff; there should be a breakthrough in training and human resource attraction policies. The head should proactively and creatively propose solutions to superiors to promptly resolve difficulties and problems. Continue to implement well the National criteria on commune health, people's health management; have close coordination with related sectors to discuss and propose solutions to overcome difficulties in health insurance examination and treatment, in developing the Job Position Project, etc.
