Sharing about the application of President Ho Chi Minh 's teachings to the reality of Quang Nam, Comrade Le Van Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: Solidarity is the strength for the people of Quang Nam to overcome difficulties and challenges and successfully complete the tasks assigned by the Party and the State. Unity - the key to success

* Dear comrade, having held many positions and recently held the position of Chairman of the Provincial People's Committee, can you share the great significance of the spirit of solidarity following President Ho Chi Minh's ideology?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG: After nearly 38 years of working, from the grassroots to the provincial level, for me, no matter how small or big the job is, whether it is favorable or difficult, if we know how to promote the spirit of solidarity and unity, we will complete it well.

Practice has proven that unity within the Party will promote the Party's strength and leadership role. Similarly, only with unity in each agency and unit can we gather the collective strength, intelligence, and enthusiasm of cadres, civil servants, and public employees to successfully complete assigned tasks.

The great significance of the spirit of solidarity according to President Ho Chi Minh's ideology for Quang Nam is vividly demonstrated through each revolutionary stage; continued and continuously promoted by generations of cadres, becoming a strength to overcome difficulties.

At the time of re-establishment, Quang Nam was one of the poorest provinces in the country. The achievements it has today are thanks to the Provincial Party Committee promoting the spirit of solidarity of the entire Party and people to overcome difficulties and challenges and build the homeland.

Or in the story of overcoming the consequences of storm No. 9 at the end of 2020, which caused landslides in mountainous areas, causing heavy damage to people and property. It was the spirit of solidarity and unity within the entire Party, army and people that helped the highlands quickly overcome the consequences of natural disasters and stabilize people's lives.

The spirit of solidarity of the people of Quang Nam rose strongly during the fight against the COVID-19 pandemic. And today, that spirit of the people of Quang Nam continues to be demonstrated through joining hands to carry out the task of eliminating temporary housing...

* You have repeatedly affirmed that the most important task of the government apparatus is administrative reform. If this work is done well and there is transparency in the process of formulating, promulgating and implementing policies, it will create solidarity, unity and high social consensus among the people. In your opinion, what are the limitations that need attention in the current administrative reform work of Quang Nam?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG: The provincial leaders are most concerned with administrative procedure reform (APR) and staff. These two issues are very important, because if they are not well taken care of, state management will not be smooth and transparent, and will even cause trouble for people and businesses.

Immediately after being assigned the responsibility of Chairman of the Provincial People's Committee, I affirmed that these were the first things I needed to do. If administrative procedures are resolved in a streamlined and transparent manner, it will not only create convenience for people and businesses, but also overcome the situation of pushing, avoiding, and blaming each other in administrative agencies. The task of administrative reform still has many limitations, and the province is directing it vigorously.

I have witnessed the story of people from very remote areas coming to the commune-level One-Stop-Shop to resolve administrative procedures. Because the officer in charge of the guidance was not dedicated and thorough, the people had to go back and supplement their documents for the third time, but the documents were still not complete and correct. I think the working spirit of this officer is inappropriate, causing difficulties for the people, and needs to be seriously corrected.

Then businesses come to ask for investment in a certain field, when they go to Department A, this unit points to Department B, Department C... Going around like that wastes a lot of time of businesses. They will get discouraged. These problems are currently existing in practice, need to end in order to build a service-oriented administration, improve the investment and business environment of the province.

Overcoming difficulties for the common good

* Businesses and people sometimes and in some places still complain about cumbersome, overlapping, and even complicated administrative procedures in the process of performing public duties of administrative agencies at all levels. In the future, what solutions will the Provincial People's Committee have to overcome this, comrade?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG: As I said, if we want the province's socio -economic development, we must first of all strongly and well reform administrative procedures and build a team of officials to meet the requirements.

The Provincial People's Committee is focusing on directing strongly, aiming to tighten discipline in administrative management associated with improving the sense of responsibility and public ethics of cadres, civil servants and public employees.

For example, the meeting must have the right members, the right people, and clear responsibilities to be effective. For each assigned task or task, each stage must be strictly controlled, progress and implementation status must be reported specifically, in order to have direction and handle arising problems; as well as timely praise and encouragement.

Quang Nam is determined to rectify the situation of work avoidance and shirking through the identified manifestations; only then can the state apparatus promote its effectiveness and efficiency. New tasks are implemented smoothly, completed on schedule, bringing satisfaction to the people and businesses.

* In recent months, Quang Nam's socio-economic situation has shown encouraging signs of recovery; however, according to the assessment of the Provincial Party Committee and Provincial People's Committee, there are still many difficulties and challenges. What do you share and advise to the staff, civil servants and public employees of administrative agencies in the province about promoting the spirit of solidarity, overcoming difficulties, daring to think and daring to act for the common good?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG: The province's economy has recovered and developed, overcoming negative growth of 2.7%. That is a good sign. Budget revenue has also reached more than 50% of the assigned plan.

However, it must be frankly admitted that businesses still face many difficulties in production and business, such as land prices, construction materials, etc. Businesses wishing to invest in the province also face difficulties because land prices have not yet been established. These barriers affect the economic development of Quang Nam.

Following the direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial People's Committee are directing resolutely to remove obstacles and bottlenecks to the province's socio-economic development; especially prioritizing the removal of difficulties for businesses, with a spirit of true companionship.

The Provincial People's Committee has established five working groups to implement its commitment to accompany businesses. The province also calls on and encourages the business community to stay calm, strive to overcome difficulties, and share with the government.

Recently, the Provincial People's Committee has removed difficulties for 14 projects so that enterprises can complete investment procedures. Recently, the province organized an investment promotion conference in Ho Chi Minh City, recording the desire to invest in Quang Nam of many investors... These are very encouraging signs.

Quang Nam has organized a seminar on studying and following Ho Chi Minh's ideology, morality and lifestyle in 2024; emphasizing the task of focusing on building a public service culture.

We believe that the unique cultural traditions of the people of Quang will be strongly aroused, and the inspiration from the development achievements of the province in the past will continue to be the driving force for the staff, civil servants and public employees of the whole province to overcome difficulties, contribute, and join hands to continue writing the story of realizing the development aspirations of the open land!
