With the theme “Leading innovation, inclusion and diversity through gender-balanced parliaments for a future-ready ASEAN”, the 4th Meeting of the WAIPA Coordinating Committee is an important forum for AIPA member parliaments to share experiences, propose initiatives and promote regional cooperation in building gender-balanced parliaments, an essential foundation for innovation, inclusion and diversity in ASEAN.
The meeting also focused on discussing solutions to enhance women's political participation and leadership role, and considered the possibility of amending WAIPA's operating procedures to improve cooperation efficiency in the coming time.
In his opening speech, Speaker of the Malaysian House of Representatives and AIPA 2025 Chair Tan Sri Dato' Johari bin Abdul emphasized the role of women in policy-making and institution-building; affirmed that women's empowerment is not only for the goal of equality but also a driving force for sustainable growth and development; and called for specific commitments and actions towards a fair, inclusive and diverse ASEAN.

The Vietnamese National Assembly delegation actively participated in the session. Speaking at the discussion session on “Promoting gender-balanced parliaments - the foundation for a future-ready ASEAN”, Nguyen Thanh Cam, a full-time member of the National Assembly Committee on Culture and Society, emphasized that ensuring equal participation of women in the legislature is a key factor in creating a parliament that represents the interests of all social groups; affirming that the Vietnamese National Assembly always attaches importance to promoting gender-balanced parliaments as a solution to build gender-sensitive policies and sustainable development.

The representative of the Vietnamese National Assembly Delegation shared that Vietnam has issued many policies to increase the proportion of women in politics, typically the regulation of at least 35% of female candidates in the Law on Election of National Assembly Deputies and People's Council Deputies, implementing training programs, improving capacity for female leaders and young women; paying attention to investing ineducation with a tuition-free policy for students from the 2025-2026 school year... Notably, Vietnamese women account for about 46% in the field of scientific research, demonstrating the role of women in promoting innovation and creativity and being one of the countries with a high rate in this field.
At the second thematic discussion session on “Promoting regional cooperation in women’s political participation and leadership”, Member of the National Assembly, full-time member of the Committee on National Defense, Security and Foreign Affairs Thai Quynh Mai Dung emphasized the importance of regional cooperation in promoting women’s political participation and leadership, especially in the context of digital transformation and increasing non-traditional security challenges.

At the same time, Vietnam is currently leading ASEAN in the proportion of female parliamentarians with 30.26% of the total number of National Assembly deputies being female, higher than the global average. With the attention and close direction of the Party, State and National Assembly of Vietnam in promoting gender equality and integrating gender into policy making, the proportion of ministries, ministerial-level agencies and government agencies with key female leaders will reach 46.67% in 2024, women will play an increasingly important role in the fields of innovation, technology and public administration.
At the meeting, the Vietnamese delegation proposed a number of specific solutions, including: strengthening gender mainstreaming in policy making, establishing a mechanism to support women in politics and taking advantage of digital platforms to promote connections between female parliamentarians in the region; affirming that the Vietnamese National Assembly is committed to continuing to accompany AIPA member parliaments/parliaments in promoting innovation, comprehensiveness and inclusiveness, towards a strong ASEAN and effectively adapting to the future.

On the sidelines of the Session, the Vietnamese Delegation had meetings with parliamentary delegations of several AIPA member countries to enhance mutual understanding and promote bilateral parliamentary cooperation. At the meetings, the parties expressed their delight at the positive development of the friendly relations between the Vietnamese National Assembly and the parliaments of other countries, especially within the framework of AIPA cooperation; highly appreciated the impressive results Vietnam has achieved in sustainable development in general and in particular in promoting women's participation in politics.
AIPA member parliaments highly appreciate the increasingly proactive, responsible and constructive role of the Vietnamese National Assembly at regional and international parliamentary forums, especially initiatives in promoting gender equality, protecting the rights of vulnerable groups and contributing to the realization of the Sustainable Development Goals (SDGs).
The Vietnamese delegation affirmed that it will continue to strengthen cooperation with member parliaments, joining hands to build a united, innovative, inclusive and people-centered ASEAN.
