Remove the "ask - give" mechanism...
Ms. Dong Thi Hien - Chairwoman of the Board of Directors and Director of the Hien Vinh Northwest Agricultural Products Processing Cooperative said that administrative procedure reform is a "golden lever" for enterprises, especially small and micro enterprises and cooperatives, to thrive in the era of integration and development.
Specifically, in the past, just to apply for a Food Safety Certificate, businesses could spend a whole week, traveling several times between districts and provinces. Now, if they can submit documents online, sign electronically, and track progress online, it will "liberate energy" for businesses, helping them spend time on production, innovation and development of OCOP products in the highlands. However, according to Ms. Hien, to create a real breakthrough, ministries, branches and localities need to consider businesses as "special customers", thereby applying technology not only to automate procedures but also to personalize public services.
Accordingly, it is necessary to build a digital one-stop system, connecting data between sectors from finance, customs, industry and trade to agriculture so that businesses do not have to "submit and resubmit" the same information to different units; It is necessary to invest in training staff to implement digital transformation. Many places have modern machinery systems but people are still confused, leading to low efficiency. Even if it is possible to "use AI (artificial intelligence) and big data to analyze behavior, predict needs, shorten file processing time and even proactively detect "bottlenecks" and negativity in the apparatus" - Ms. Hien said.
Sharing this view, Mr. Nguyen Huy Son - Director of Phong Son Investment & Construction Joint Stock Company (PSwindow) also highly appreciated the policy of reforming administrative procedures directed by Prime Minister Pham Minh Chinh . According to Mr. Son, this action helps free up resources for production and business activities. Mr. Son analyzed that cutting and simplifying administrative procedures and eliminating regulations that are barriers to production and business activities will help enterprises save thousands of billions of VND in annual compliance costs. Instead of having to spend a lot of time and human resources on paperwork, enterprises can focus on innovation, improving product quality and expanding markets; When 100% of administrative procedures are performed online in a smooth and transparent manner, the situation of "asking - giving" and petty corruption will be eliminated. Enterprises, especially small and medium enterprises, will have the opportunity to compete more fairly, not depending on relationships or the ability to pay "informal costs".
In addition, this reform forces enterprises to digitize their internal processes to be compatible with the public system. This will create a positive domino effect, promoting digital transformation throughout the economy, improving labor productivity and national competitiveness; At the same time, it will enhance the position in international integration because with a modern and transparent administrative procedure system, Vietnamese enterprises will have an easier time accessing export markets with high requirements for compliance and transparency. This is especially important when Vietnam participates in many free trade agreements.
In the long run, this change will create a new “culture of compliance” in both the state apparatus and the business community. Instead of relying on personal relationships, businesses will invest in actual capacity, product quality and legal compliance for sustainable development. This is an important foundation for building a modern and transparent socialist-oriented market economy.

Unblocking major "bottlenecks" in the economy
From the practical perspective of the operator of the healthcare ecosystem, Mr. Pham Van Hoc - Chairman of the Board of Directors, General Director of Viet Medical Development Company Limited said that current administrative procedures are still a big barrier, not only in terms of time but also in terms of opportunity costs and transparency in implementation. It is worth mentioning that the difficulty lies not in the legal regulations themselves, but in the legal capacity of the implementation team. There are documents that businesses send, instead of receiving specific instructions or clear responses, they are asked to "ask for additional opinions from other departments", then wait for synthesis, then transfer. There are cases where one department agrees, but another department does not understand and agree, causing businesses to fall into a state of limbo for many months, even years. Therefore, businesses do not know where to turn to continue implementing the project...
In addition, there are legal documents whose terminology is unclear, has many interpretations, and is even easily interpreted or applied mechanically, leading to different interpretations in different places. This not only creates a compliance burden for businesses, but also reduces confidence in the consistency and transparency of the legal system. Therefore, this reform with the goal of comprehensively reviewing, simplifying processes and putting all administrative procedures on a digital platform, if seriously implemented, will help unblock a major "bottleneck" in the economy. In the long term, this is not only a matter of supporting businesses, but also of strengthening the legal foundation for a transparent, effective business environment with clear accountability. And he hopes that in the process of reviewing and perfecting institutions, the opinions of businesses, especially the private sector, a force that accounts for a large proportion of the economy, need to be seriously consulted, so that when policies are issued, they are truly close to reality and highly feasible.

“Along with administrative procedure reform, I fully support the post-audit policy, if implemented transparently, with clear sanctions, and two-way dialogue between the State and enterprises. This is not just a procedural reform, but a transformation in legal thinking, from control to companionship, from administration to governance. And I believe, if implemented consistently, post-audit will be a tool to help the economy operate more effectively, more fairly, and more sustainably.
Another issue that needs to be paid attention to is that we need to legalize the policies and guidelines of the Party and the State, that is, we need to transform the contents stipulated in Resolution No. 68-NQ/TW of the Politburo and the Prime Minister's directives into laws, decrees and circulars. If we do not legalize, it will be very difficult for the policies and resolutions to come into practice.
Along with legalizing, promulgating and amending decrees, laws..., we need to pay special attention to public service responsibilities. All administrative procedures performed between people, businesses and the government must have a deadline and must be associated with the responsibility of an individual civil servant or public employee responsible for performing that work. If by the deadline, the administrative, economic or civil procedures are still not performed or are not completed, the cadre, civil servant, public employee and organization must be disciplined and held responsible for the damages caused...”.
