The spirit of dismantling needs to reach every locality.
Businessman Nguyen Van De, Chairman of the Vietnam Private Hospital Association, expressed his feelings at the practical instructions of the General Secretary when they addressed the issues and expectations of the private business community, especially small and medium enterprises.
That is to eliminate attitudes and prejudices against the private economy, along with practical actions, combining words with actions in supporting and accompanying businesses, which will spread to localities. Because in reality, localities have not really created favorable conditions, supported and accompanied businesses.
This is partly due to the allocation of budget revenue targets. Some localities have large revenue sources but rely mainly on large enterprises and foreign investors, leading to "discrimination" and favoritism towards large investors without taking care of small and medium enterprises.
"There needs to be a policy to encourage localities to increase revenue from private enterprises and small and medium enterprises, using this indicator as a measure to evaluate the development and capacity of the locality.
That will help local leaders pay more attention to small and medium-sized enterprises and private enterprises," Mr. De suggested.
Mr. Do Phuoc Tong, Chairman of the Ho Chi Minh City Mechanical and Electrical Association, expects to ensure equality and fairness, allowing private enterprises to access capital and production materials like state-owned enterprises and foreign-invested enterprises; creating conditions for private enterprises to participate in key national projects...
To do this, he said that first of all, it is necessary to remove mechanisms and policies to ensure that when businesses invest, there are more open and convenient procedures. Even for projects that can be implemented and are highly effective, the investment approval and project evaluation procedures need to be streamlined or more convenient.
For products and components that domestic enterprises can handle, they should boldly hand them over to domestic enterprises. This ordering process needs to be done systematically, with coordination between the parties, and announced in advance so that enterprises can prepare carefully for project investment and implementation resources, avoiding the ineffective "opening of bids" to call for enterprises to participate.
Remove mechanisms, procedures, capital...
Representing the business community, Mr. Mac Quoc Anh, permanent vice president and general secretary of the Hanoi Association of Small and Medium Enterprises, said that policies and legal regulations need to be implemented consistently, avoiding overlapping, conflicting or sudden changes, causing difficulties for businesses in long-term planning.
Currently, most private enterprises still depend on their own capital or bank loans with high interest rates. Therefore, enterprises expect the Government to have financial support policies, such as forming funds to support private enterprises to develop sustainably, especially start-ups and innovative enterprises.
Mr. Quoc Anh also pointed out that one of the major difficulties of private enterprises is the problem of accessing land, especially enterprises in the fields of production, processing, and supporting industries.
There should be specific policies such as public transparency of land funds, simplified procedures for land lease and allocation, and a mechanism to strictly control land speculation to have reasonable costs. This should be combined with promoting innovation, digital transformation, and developing high-quality human resources.
