Implementing Conclusion No. 62-KL/TW dated December 8, 2009 of the Politburo "On continuing to innovate the content and methods of operation of the Vietnam Fatherland Front (VFF) and socio-political organizations", in recent times, the VFF system at all levels in the province has focused on innovating the content and methods of operation in all fields, contributing to attracting and gathering people of all walks of life to effectively implement the Party's guidelines and policies and the State's laws and policies.

The Fatherland Front at all levels has actively diversified the forms of gathering to attract a large number of people from all walks of life to participate in building and consolidating the great national unity bloc; proactively promoted and improved the quality of patriotic emulation movements and campaigns; enhanced the promotion of democracy, and mobilized people to actively participate in Party and government building. Campaigns and emulation movements in all areas of life are close to reality, linked to the interests of the people, each family and community, arousing the potential, creativity, and voluntary participation of people from all walks of life in the province such as: "Vietnamese people prioritize using Vietnamese goods", "Solidarity, creativity, improving productivity, quality, efficiency, and international integration". Typically, implementing the campaign "All people unite to build new rural areas (NTM) and civilized urban areas", people have donated land and labor to build infrastructure, develop the economy, reduce poverty sustainably, build cultural life, protect the environment, and build united and close-knit communities. In which, the Fatherland Front at all levels presides over and coordinates with political and social organizations to mobilize all resources to build NTM and civilized urban areas; supervise the mobilization of State resources in NTM construction; the process of evaluating and recognizing localities that meet advanced and exemplary NTM standards; the recognition of cultural families, cultural residential areas, and communes that meet NTM cultural standards.
In particular, in the work of mobilizing union members, members and people to participate in environmental protection and climate change response, member organizations of the Front continue to have many practical activities. In particular, the Provincial Labor Federation takes the lead in mobilizing cadres, union members, workers, civil servants and laborers to promote initiatives, improve techniques to create environmentally friendly products; change habits, limit the use of plastic products and single-use plastic bags in daily life. The Provincial Farmers' Association mobilizes members to collect fertilizer and pesticide packaging in the fields in accordance with regulations; collect, classify and treat organic waste into fertilizer at households, and build model gardens. The Provincial Women's Union promotes the campaign "Building a family of 5 no, 3 clean", building a model of "Family of 5 yes, 3 clean"; Take the lead in mobilizing people to classify waste at source, fight against plastic waste, ensure 3 clean: clean house, clean kitchen, clean alley. The Provincial Youth Union takes the lead in mobilizing people to keep streets and alleys clean; propagates against plastic waste, launches monthly environmental sanitation campaigns in response to "Volunteer Saturday" and "Green Sunday". The Provincial Veterans Association closely coordinates with departments, branches and organizations to do a good job of advising local Party committees and authorities to organize propaganda and mobilize people to monitor craft villages and business households to ensure environmental safety and hygiene in production and business... Thereby, maintaining and improving the quality of criteria for building advanced and exemplary new rural areas.
In addition to gathering people through campaigns, patriotic emulation movements, developing members of member organizations, the Fatherland Front at all levels in the province also focuses on directing activities to the grassroots level; coordinating with political and social organizations to build, maintain sustainable activities and replicate self-management models in residential communities in the fields of traffic, environment; preventing and combating crime, drugs and social evils. Typical models include: "Self-managed residential areas without crime, drugs, social evils"; “Parishes and parishes participate in protecting natural resources and the environment”, “Practicing a civilized lifestyle in organizing funerals”, “Residential areas protect the environment”, “Residential areas ensure traffic order and safety”… Through these models, the role of the Front’s working committee in residential areas has been promoted in organizing propaganda and mobilizing people to actively participate in preventing, detecting, fighting and denouncing crimes and social evils; building awareness of compliance with legal regulations on traffic safety and environmental protection among the people, contributing to transforming key and complicated areas, building “Cultural families” and “Cultural residential areas”.
To gather and mobilize the people, the activities of the Fatherland Front at all levels have focused on the grassroots and residential areas; paying attention to the material and spiritual life of union members, members and the masses. The methods of mobilizing, helping and caring for the poor, people in difficult circumstances, and policy families have many innovations. The Fatherland Front at all levels has not only directly mobilized resources, but also guided and connected businesses, organizations, individuals, and philanthropists to directly help the poor and localities. Implementing the social security program and caring for the poor during Tet of the Standing Committee of the Provincial Fatherland Front Committee, every year, the Fatherland Front at all levels has coordinated with member organizations to mobilize organizations, individuals, and businesses throughout the province to take practical actions to care for and ensure the lives of policy beneficiaries, people with meritorious services, social welfare beneficiaries, and the poor. On the occasion of the Lunar New Year, the whole province visited and presented gifts to 128,441 poor households, near-poor households, and households in especially difficult circumstances with a total amount of over 77.1 billion VND. Of which, the Central "For the Poor" Fund supported 200 gifts worth 240 million VND. The "For the Poor" Fund at all levels visited and presented gifts to 7,967 households worth over 2.3 billion VND. Businesses and philanthropists were mobilized to present 93,943 gifts worth over 13 billion VND. Member organizations of the Front visited and presented 26,331 gifts worth over 61.5 billion VND. In addition, the "For the Poor" Fund at all levels in recent years has supported the construction and repair of thousands of Great Solidarity houses, provided capital and conditions for poor households to develop production, and helped hundreds of poor students and people in difficult circumstances to improve their lives. The member organizations of the Front also actively propagate and mobilize the construction of "Shelters of Love", "Union Shelters", "Farmers' Shelters", "Comrades' Shelters", "Houses of Gratitude for Women of Truong Son Soldiers"... for members and people in difficult circumstances... Social security activities have been effectively implemented, contributing to improving the material and spiritual life of the people and reducing the poverty rate of the province.
With the innovation of mobilization methods, gathering people in the direction of being close to the people, focusing on the grassroots and residential areas, the quality of campaigns and emulation movements of the Vietnam Fatherland Front and its member organizations has been increasingly improved and brought about practical results, contributing to the successful implementation of the province's socio-economic development tasks, building advanced and exemplary new rural areas. Up to now, the whole province has 182/204 communes and towns meeting advanced new rural standards, 7 communes meeting exemplary new rural standards./.
