The Department of Industry and Trade has identified the reserve of essential goods as one of the important tasks in serving the work of disaster prevention and control and search and rescue. Since the beginning of the year, the Department of Industry and Trade has proactively developed a plan to reserve essential goods and disaster prevention and control according to the "4 on-site" motto. In particular, the Department has coordinated with localities and businesses in the area to survey the consumption needs of each locality, identify key areas at high risk of being affected by storms and floods... to develop a plan to supply appropriate goods, ensuring the right subjects and areas in need. Focus on reviewing vulnerable areas with high risk of being isolated and heavily flooded when floods occur to effectively implement the on-site reserve plan and develop a plan to supply goods to isolated and isolated areas when natural disasters and storms and floods occur, meeting normal production and consumption needs in all situations.

According to statistics from the Department of Industry and Trade, businesses have prepared to reserve 3 basic groups of goods: food, foodstuffs and gasoline with a total quantity of over 15 thousand tons of rice, various types of food; 38,450 boxes of instant noodles; 24 thousand boxes of bottled water; 1,300 boxes of dry food, cakes of all kinds... Of which, Nam Dinh Food Joint Stock Company regularly reserves over 400 tons of rice at the warehouse in Nam Dinh city; Cuong Tan Company Limited, Truc Hung commune (Truc Ninh) regularly reserves about 1,000 tons of rice; Toan Xuan Company Limited, Yen Luong commune (Y Yen) is capable of supplying 300 tons of rice. The group of businesses specializing in food and processed agricultural products have prepared a large amount of instant noodles, dry food, bottled water, etc. Supermarkets: Go!, Lan Chi Mart, Countrymart and large distributors and agents in the province such as Mai Phuong Service and Trading Joint Stock Company, Bac Song Hong Service and Trading Joint Stock Company, Huy Hung Company Limited... have proactively imported more goods during the rainy season to ensure a certain amount of goods to serve the people. In addition, the model of convenience stores such as Winmart+, Minmart, Clean Agricultural Products Introduction Center, Thanh Nam Food... are becoming more and more popular and expanding in the province, contributing to ensuring the supply of goods for people's consumption during the rainy season. Petrol and oil trading hubs such as Truong An Development Investment Group Joint Stock Company, Ha Nam Ninh Petroleum Company, Nam Dinh Petroleum Joint Stock Company... along with 290 petrol and oil retail stores in the province have reserved about 2 million liters of petrol and oil; proactively following the source of goods, supplying petrol and oil according to signed contracts, ensuring sufficient quality, quantity, type and on schedule for traders who are general agents and franchise agents, not to interrupt the supply source. When areas are isolated due to storms and natural disasters, the source of petrol and oil at each store is basically guaranteed to meet the needs of people in the area. In addition to the three essential goods groups, other items such as construction materials, corrugated iron roofing sheets, screws, and steel wires are also maintained in quantity by Dan Phu Trading Private Enterprise, Tung Nam Metal Materials Joint Stock Company, and the system of construction material stores in districts and cities, fully supplying to ensure meeting people's needs.

All of the above goods are distributed by businesses to 23 supermarkets, 192 traditional markets and more than 100 convenience stores located throughout districts and cities to facilitate the supply to people when natural disasters occur. In case of complicated weather conditions, floods causing disruptions that last longer than the reserve period, the Department of Industry and Trade will propose to the Provincial People's Committee to mobilize support from the Department of Industry and Trade of neighboring provinces and cities and large agricultural product supply corporations in the region, ensuring sufficient consumption needs of the people. Along with preparing forces and plans for goods supply, the Department of Industry and Trade also requires the Market Management Department to regularly strengthen market inspection and control, promptly detect and strictly handle violations of the law in commercial activities, especially organizations and individuals who take advantage of the market with fluctuations in supply and demand and prices of goods to make illegal profits. Maintain reporting information according to regulations on market situations, promptly identify illegal acts and tricks that may arise in stormy and flood weather conditions; deploy inspections and handle all violations within authority to protect the legitimate rights and interests of consumers and legal traders. Strengthen coordination with media agencies to disseminate legal regulations in production and business activities, results of implementing market management tasks and handling cases of violations to raise awareness and sense of law compliance of organizations and individuals.

With the initiative of all levels, sectors, local authorities and businesses, supermarkets, stores, agents, etc., essential goods are fully supplied, meeting people's consumption needs, serving production and business activities well, contributing to effective disaster prevention and control and search and rescue.
