Mass mobilization work at Van Ly Border Guard Station

Van Ly Border Guard Station gives gifts to students in difficult circumstances in the program "Helping children go to school - Adopted children of the Border Guard Station".

To improve the effectiveness of mass mobilization work, the Party Committee and the Command of Van Ly Border Guard Station have specified many contents of mass mobilization work according to programs and plans suitable to the local characteristics, focusing on synchronous implementation of border measures, improving the effectiveness of all aspects of work, especially the role of the Station's mass mobilization force to perform well the State management function for the task of protecting sovereignty and security of the sea border. The unit regularly coordinates to promote propaganda work to raise awareness of all classes of people about the important strategic position of the national border; the task of protecting sovereignty, territorial integrity of the national border and the responsibility of localities and people in border areas; propaganda on the Law of the Sea of ​​Vietnam, the Law on National Borders, Directive No. 01/CT-TTg dated January 9, 2015 of the Prime Minister on organizing a mass movement to participate in protecting territorial sovereignty and national border security in the new situation... The forms of propaganda are diverse and rich, such as: through organizing conferences; national defense and security education classes of the district; propaganda on the local radio system; in the activities of the "Women for the Development and Peace of the Sea" Clubs... In addition, the Border Guard Station also established a mobile propaganda team to go to the moorings of ships and boats, mobilize religious dignitaries and officials to integrate into the lectures on doctrines and canon laws to propagate parishioners and followers to actively participate in the mass movement to protect territorial sovereignty and national border security. From the beginning of 2025 to now, the unit has propagated on local loudspeakers 80 times with 480 minutes; Integrating propaganda into 6 conferences attracting 600 participants; implementing a peak period of propaganda to prevent and combat illegal, unreported and unregulated fishing (IUU), the unit staged a conference with 120 participants; especially orienting public opinion on the revolution of arranging and organizing a streamlined, strong, effective and efficient apparatus.

Along with propaganda work, Van Ly Border Guard Station has coordinated to mobilize the construction and maintenance, consolidation and improvement of the effectiveness of self-management models on security and order (SOT); thereby directing activities to residential areas, households and seafood exploitation owners at sea through the models: "Self-management team for security and order in lagoons", "Team of safe fishing boats and maintaining security and order at sea", "Safe boat berths", "Advanced and safe residential areas in the coastal border area"... Up to now, communes and towns in the coastal border area of ​​Hai Hau district have mobilized the construction of the model "Advanced and safe residential areas in the coastal border area", the Club "Women for the development and peace of the sea", the model "Farmers self-management of security and order and participating in maintaining peace of the sea"; established 3 self-management teams for security and order in lagoons, 9 self-management teams for security and order in boat berths; 525 party members were sent to meet, encourage and help households according to the model of "Assigning party members to be in charge of households"... Under the guidance of Van Ly Border Guard Station, the self-managed security teams have developed specific operating regulations and conventions, regularly supporting each other in production, protecting property and raising awareness of responsibility in participating in protecting security and order and sovereignty of the sea. Through the activities of the self-managed security and order teams, officers of Van Ly Border Guard Station participate in regular meetings to report on security and order, propagate and disseminate legal documents on the Regulations on maritime border areas and on national border security and sovereignty... helping fishermen raise awareness of marine resources and sense of responsibility in protecting sovereignty of the sea. In addition, to improve the effectiveness of mass mobilization work, especially in implementing Directive No. 01/CT-TTg of the Prime Minister on organizing a movement for all people to participate in protecting territorial sovereignty and national border security in the new situation, the unit has promoted its core role in coordinating with the Fatherland Front at all levels to advise local Party committees and authorities to widely launch the movement. From the beginning of 2025 to present, in the area, there are 89 collectives, 242 households, and 358 individuals registered to participate in self-management of security and order in the maritime border area, thereby creating a combined strength to firmly protect the sovereignty of the sea and build a people's border defense posture. The activities of self-management security models on security and order in coastal communes and towns of Hai Hau district have promoted the movement for all people to participate in protecting sovereignty and security of the maritime border to develop extensively. Every year, the people have provided Van Ly Border Guard Station with hundreds of sources of information related to the security and order situation in the area. From 2024 to present, the station has coordinated with other forces to patrol the waterfront and the area 76 times with 280 officers and soldiers. Implemented the fight against 1 case/1 subject illegally storing drugs; coordinated with the police force to arrest 1 case/1 subject illegally storing drugs... contributing to maintaining security and order in the area.

Through specific and practical actions, connecting the army and people in the area, officers and soldiers of Van Ly Border Guard Station have built and consolidated the people's border defense position increasingly firmly, contributing to firmly protecting the province's maritime border sovereignty.
