According to data from the Traffic Safety Committee of Nam Dinh city, in 2024 (from December 15, 2023 to December 15, 2024), there were 51 road traffic accidents in the area, killing 28 people and injuring 32 people. Compared to the same period last year, the number of traffic accidents decreased by 15 cases and 14 people were injured. In the first months of 2025 (up to April 15, 2025), the traffic accident situation in the city increased in all 3 criteria compared to the same period; with a total of 25 traffic accidents (an increase of 3 cases; equivalent to an increase of 13.6%), killing 14 people (an increase of 5 people, equivalent to an increase of 55.6%) and injuring 21 people (an increase of 4 people, equivalent to an increase of 23.5%). One of the reasons leading to this situation is that the current traffic volume of people and vehicles participating in traffic is increasing, the infrastructure is not meeting the demand, some streets have local traffic congestion, directly affecting the work of ensuring traffic order and safety in the city.
Faced with that situation, to achieve the goal of controlling and reducing traffic accidents, Nam Dinh city has done a good job of maintaining the urban road system. Regularly organizing road patrols; promptly detecting and organizing repairs and patching of damaged road surfaces on 8 streets: To Hieu, Nguyen Van Troi, Giai Phong, Bai, Nguyen Duc Thuan, Phu Nghia, Luu Huu Phuoc, Mac Thi Buoi and the intersection: Hang Cau - Phan Dinh Phung; painting additional speed bumps at 12 intersections with an area of over 200m2; painting road markings, road center lines, lane dividing lines on 12 routes, intersections, focusing on traffic lights, main roads with open lines with an area of 500m2; painting additional speed bumps at 78 locations. Timely replacing 139 damaged signs, adding 39 prohibition signs at the main roads of Nam Phong commune; Xuan Thuy street, Trinh Hoai Duc street, Loc Hoa ward...; 6 signs prohibiting cars from parking by the hour at school gates on narrow streets such as Pham Hong Thai, Nguyen Van Troi, Hung Vuong, Tran Bich San, etc.; remove trash advertising signs and flyers posted on electric poles, electrical cabinets, and signs; continue to complete the replacement, repair, and addition of 129 sign locations according to the 2024 plan.
In addition, implementing the direction of the Provincial People's Committee in Document No. 208/UBND-VP5 dated February 27, 2025 on reviewing and handling existing problems and shortcomings in road traffic organization, the City People's Committee has assigned the Department of Economics , Infrastructure and Urban Areas to coordinate with specialized units and People's Committees of wards and communes to review the management, exploitation and handling of shortcomings in the traffic light system on the roads under its management. According to data from the Department of Economics, Infrastructure and Urban Areas, there are currently a total of 34 traffic light clusters at intersections in the city. Of which, a number of traffic light clusters using solar energy were built during 2013 and 2014 at some intersections such as: Le Hong Phong - Tran Te Xuong; Mac Thi Buoi - Hang Cap - Han Thuyen; Le Hong Phong - Hung Vuong; Mac Thi Buoi - Nguyen Du; Tran Thanh Tong - Vo Nguyen Giap; Quang Trung - Tran Hung Dao; Quan Chuot - National Highway 10 intersection... often experience unstable operation due to prolonged dry weather, making it impossible to charge the backup battery system; the wireless signal transmission system often fails, the battery charging system and batteries often need to be maintained, with poor performance and life. Most of the signal lights at these nodes have to be connected to the lighting grid to support battery charging at night. The signal lights at these nodes mostly use iron-shell lamps, after a long time of use, the lamp shells have peeled off paint, rusted, affecting the quality of the lamps and urban aesthetics. The lamp glass has become cloudy, the LED bulbs of the lamps have degraded, reduced light intensity, many lamps have dead spots, affecting the visibility of traffic participants. The renovation and upgrading of the traffic light system at these intersections to ensure stable operation, traffic safety and urban aesthetics is extremely necessary. Some intersections have signal systems that run on grid electricity but were built before 2000. The poles and signal lights are old, many lights are damaged, the design is not suitable for modern urban areas, the arms are short, the lights are small and old, reducing the visibility of traffic participants. The traffic signal system at these locations needs to be replaced with a new, modern light system, suitable for urban aesthetics, in accordance with procedures and regulations to ensure effective traffic control, reduce congestion and traffic accidents such as at the intersections: Tran Hung Dao - Tran Phu - Le Hong Phong (Cua Dong); Tran Dang Ninh - Ha Huy Tap; Truong Chinh - Tran Hung Dao; Mac Thi Buoi - Truong Chinh; Dien Bien - Giai Phong; National Highway 10 - Tran Huy Lieu.
In addition, in the city, there are still some black spots where traffic jams, traffic safety violations and traffic accidents often occur but there is no automatic traffic light control system such as: the intersection of Song Hao - Van Cao - Giai Phong (black spot of traffic accidents); the intersection of Tuc Mac - Loc Vuong; the intersection of Tuc Mac - Tran Thai Tong; the intersection of Pham Ngu Lao - Giai Phong; the intersection of Truong Chinh - Dien Bien - Luong The Vinh. At the intersections of Song Hao - Van Cao - Giai Phong, a number of traffic accidents have occurred causing damage to people, property and injuries to road users, so they are classified as black spots of traffic accidents. The intersections of Tuc Mac - Loc Vuong, Tuc Mac - Tran Thai Tong, Pham Ngu Lao - Giai Phong and Truong Chinh - Dien Bien - Luong The Vinh have high traffic volume during rush hours, with potential for traffic accidents.
To achieve the goal of curbing and reducing traffic accidents in the area, Nam Dinh city requests the Provincial People's Committee, the Provincial Traffic Safety Committee, and the Department of Construction to pay attention to supporting new funding, renovating and upgrading degraded traffic light clusters at intersections and on national highways running through the city such as traffic signals at the intersection of S2 - National Highway 21B; National Highway 10 - Quan Chuot, National Highway 10 - Tran Huy Lieu and handing over the traffic signal system in the GO! Supermarket area after being renovated and upgraded. Along with that, the city requests the Department of Construction to report and advise the Provincial People's Committee to soon issue regulations on: road transport activities in urban areas and the rate of public passenger transport vehicles with assistive devices for people with disabilities in urban areas in the province; Time and scope of passenger transport by four-wheeled motor vehicles and cargo transport by four-wheeled motor vehicles in the province; operating time of environmental sanitation garbage collection vehicles, construction material and loose waste vehicles in Nam Dinh city; use of motorbikes, scooters and rudimentary vehicles for passenger and cargo transport in Nam Dinh city... to contribute to ensuring traffic safety and order in the area in the coming time.
