Innovation in educational management in two-level local government organization

According to the guidance of the Ministry of Education and Training (MOET), localities do not disrupt the existing school network but focus on innovating management methods, hoping to open a new chapter in the development of education at the grassroots level.

According to the guidance of the Ministry of Education and Training (MOET), localities do not disrupt the existing school network but focus on innovating management methods, hoping to open a new chapter in the development of education at the grassroots level.

Currently, the province has 807educational institutions with 9,766 groups/classes, 1,168 schools, 13 vocational education institutions and 193 community learning centers, more than 273,920 students and nearly 18,000 cadres, teachers and staff. In recent years, the province has actively reviewed and reorganized the school network to suit the needs and actual conditions, bringing students from the schools to the main schools, reducing combined classes. From 2021 to present, the province has reduced 14 educational institutions, 315 groups/classes and 737 schools.

However, due to the large geographical area, many remote communes with sparse population, merging schools is still difficult. According to the guidance of the Ministry of Education and Training and the Ministry of Home Affairs, to ensure the maintenance of educational quality when implementing the two-level local government model, kindergartens, primary schools and secondary schools will remain intact and be managed by commune-level authorities. Vocational Education and Continuing Education Centers under the People's Committees at the district level will be transferred to the Department of Education and Training for management, and at the same time reorganized into inter-commune and ward clusters to improve operational efficiency.

Along with the network of schools and classes, the management and effective use of teacher staff is posing many challenges when the whole province lacks nearly 1,000 managers and teachers according to the assigned staffing norms. The decentralization between government levels needs to be reasonable, in line with the policy of promoting decentralization, delegation of power and streamlining the administrative apparatus. Accordingly, the Chairman of the Provincial People's Committee directed the Department of Education and Training and the People's Committees of districts and cities to urgently review and develop a teacher recruitment plan in accordance with regulations, ensuring job targets and positions, especially with additional teacher staff for the period 2022-2026. Districts that have had their teacher recruitment plans approved for 2024 must complete recruitment before June 30. If the progress is not guaranteed, they must report to the Provincial People's Committee for adjustment. The remaining localities review conditions to implement the recruitment plan from the beginning of the 2025-2026 school year.

Along with that, localities need to proactively assess the current situation of the teaching staff, the size of schools and classes, and the standards according to the guidance of the Ministry of Education and Training to have a reasonable plan to regulate teachers, especially in new communes after the arrangement of administrative units, encourage secondment, arrange teachers to teach in inter-schools and inter-levels to maximize the effectiveness of the existing staff; promptly report to the Provincial People's Committee any issues arising beyond their authority for effective handling. The Education sector proactively implements solutions to ensure recruitment sources such as: Forecasting the size of students by age, developing a plan to train human resources suitable to local needs, signing contracts with universities to train teachers who meet the standards according to the 2019 Education Law. The work of reviewing and transferring teachers from places with surplus to places with shortages is also implemented promptly and appropriately.

With proactive leadership, flexible implementation and consensus from the grassroots, the education sector is gradually preparing carefully, ensuring adaptation when the two-level local government model comes into operation, contributing to improving the quality of comprehensive education.
